Privately Produced, Publicly Provided Security Services

Police, emergency response and defense must be privately provided as a public service.
Security services are to be provided by both private firms and by the government, these services will be in a competitive and cooperative relationship to provide high quality efficient service to the public. Insurance companies play a role as both providers of security services on their own as well as sponsoring and backing the government's Securitariot.
   Insurance companies hold securities that fund the Securitariot and will insure that they are competent. If the police/defense are incompetent, insurance companies will investigate police agencies and if they are found to be out of shape, don't understand the law, don't use proper procedure or tend to show preferences instead of policing all of their jurisdiction then the insurance companies will withdraw their support, because insurance companies and their investors are in business to make money and to do this they have to produce security; that means first of all defending peoples right's and preventing crimes and then efficiently catching the criminals and making them pay restitution. Police and insurance companies who can't do this effectively and efficiently will soon go out of business. The police/defense, like great athletes must be in top condition; because if they aren't, someone else who is in better condition will take their job away from them.
   Private police working publicly can arrest any suspect, all they have to do is present the evidence to a judge to get a warrant, the presenter of the evidence must sign an affidavit stating the suspicion of the suspect and it must show just cause for suspicion.
   All police, private, civil and public are bound by the laws of FSUTO, they are completely accountable and regulated by the people in who have consented to their authority, they must comply with all regulations and be fully responsible for the protection of the rights of all people, they will, if in violation of any law, be themselves prosecuted to the full extent of the law and potentially face a law suit.
   If the police come up on an independent sovereign's property, they must ask permission of the sovereign to enter the property by presenting evidence to the owner, just as they would to a judge, they can ask the owner to turn over a suspect that may be hiding there.
   The police may only use force to enter the property if there is evidence of that someone on the property in question has committed a violent crime, if an innocent person is being abused or held captive on the property, in the case of a report of child abuse, if someone or something on the property is threatening anyone outside of the property or if there is evidence of stolen property on the premises.
   Otherwise if the owner refuses the police entry then the police, if they want to hold a suspect within the property, must set up defensive perimeter, to blockade the property and not allow anyone to enter or leave the sovereign's property, because that property is considered to be a foreign jurisdiction, the surrounding property owners can close off access to the owner who doesn't respect the law but they cannot violate the individual sovereignty that is the supreme law that guarantees anyone the right to renounce one's citizenship and live independently as a sovereign. Everyone must respect this, if the police violate it then the defense force would be called upon to defend the sovereign against this aggression. Anyone who barricades themselves in and refuses to face charges will effectively be incarcerated and since they can't earn a living (electricity and communications can be turned off if it goes across other's property) the cost of resisting will be prohibitive, especially when you consider that after they come out they will have to pay all of their own court cost up front and they will be liable for the entire costs of the siege.
   Everyone signing a Librademian or FSUTO contract, has contract insurance or joins a civil government gives their permission ahead of time for the police to get a warrant from a judge.
   There is no problem with different jurisdictions, because the police that are strictly private will only work on their own territory, while the private police who also serve the public will work their own territory and will also have the authority and the duty to enforce the law in all public spaces near their patrols. For access to other jurisdictions they will need to contact the police in that area and alert them to the situation, all police depts. will be required by law to work out ahead of time their jurisdictions and how to provide cooperation with other departments.
   The police, both private and public earn their pay from either the governments or insurance companies who hire them, from security insurance, trading in securities and from collecting restitution from the criminals as well as security fees and other sources.
   Private police publicly provided are more accountable, if they make false arrests or violate people's rights, individual officers, the department or company can face criminal charges and be sued. This can destroy the security company. So private-public police give better assurances to the people than the state's political police. Political police are paid a constant salary no matter how may successful convictions they get and they are tempted to accept bribes or to neglect their duty since it makes no difference in their pay. Unlike the political police who sometimes accept bribes from suspects, the private police won't face such negative incentives. Because the individual police officers' salaries are dependent on the number of arrests that result in successful convictions and on keeping the crime rate down and getting convictions, if they let suspects go, there's no way of collecting restitution, court costs and reclaiming insurance loses. This would drive up the costs for everyone and reduce the performance pay and the value of security stocks for the officers. This, in the case of lesser crimes eliminates the incentive for the suspect to attempt to bribe a cop because any offer of a bribe would have to exceed the benefits to the officer of making the arrest which would push the costs above that which the suspect would have to pay as restitution and a fine.
   The deterrent against officers planting evidence to get convictions is the simple fact that responsible officers want to get the right suspect, because if they don't the real criminal will still be on the loose committing more crimes and driving down the profits for the Securitariot and the officer's wages, plus the possibility of facing charges for the crime of falsifying evidence and a law suit.

Offering bounties creates a powerful market incentive for private police; an insurance company, the government or the victim may offer the bounty, and the bounty hunter will be held to the exact same legal requirements as the public police including being responsible for paying compensation for any innocent persons falsely arrested.

The political police fail to provide the level of protection that consumers demand, if a person is menaced by some threat, that person must either heavily arm oneself and live by a bunker mentality or hire private personal security, the problem is that even though the political police fail to provide adequate security they still extort money form the people who reject what they offer and instead choose private security. In a free market security industry, free governments and firms may specialize their services and tailor them to individual consumer's demands, so a person who feels more vulnerable may hire the any public or private police organization to provide extra security for one's self and property to any degree that one demands, and you will only have to pay for the kind and level of security that you demand form the organization who provides it the best according to your own standards.

Defense
Just as policing of a home or business is offered by security services, the security of one's rights within a larger society must be defended through greater policing, the policing of individual property and larger consensual government are essentially the same, defense is policing, not terrorist warfare which destroys the possibility of policing for the cause of justice. In order to secure individual rights in the world at large the defense services must use Dienforcade to police the world, protect innocent people and bring to justice transgressors. And as with regular police, the defense services stand to make enormous profits from doing their job well.
   First, defense services get some of their revenue from the same sources as the police. People and businesses purchase defense services as a part of the larger security services. In addition to this, defense services have the opportunity of seizing the property of states whom they conquer.
   Military-states rob their own people through taxation and use that money to further enslave them and there is always the incentive for waging wars and promoting instability which is good for the warmongering business. Libercratic defense services operate in the opposite manner, they have a built in incentive to defend human rights and make peace, because they only get paid if they do their job properly, they're not allowed to tax people or coerce their own civilzens into paying a protection racket, instead they force the criminals whom they capture to pay for their crimes of waging war and imposing tyranny. While states force their own citizens to pay, our services will not even force people of other countries whom we liberate to pay because it is the criminal tyrants who enslaved them that must pay for their crimes. This creates a powerful incentive for multiple security organizations both governmental and private to join together in a free market motive to liberate people and to seize all those properties which are held by states. Because when the Libercratic defense forces conquer an enemy state and liberate the people, the defense services will seize all the property owned by the state and its military, they will seize their entire assets including state run businesses, investments and resources. Private individuals and businesses who can show that their property was stolen from them by the state will be given their property back to them at no charge, it is only the property held by the state where no particular individual can file a distinct claim of ownership that we will seize. Much of this property will be put under perpetual Libercratic jurisdiction and sold in the free market to generate profits for the defense services and to raise money to pay restitution to the victims of the former state's tyranny and its military's atrocities. Investments and other assets may be held in trust to generate interest to support continuing defense services.
   Additional revenue will be generated from the capture of the criminals who run the state's political cartel and the capture of their entire military. Because the goal of Libercratic defense forces is to destroy the state and its military, the objective in Dienforcade will be to exterminate the entire political command structure and the military with the only possibility of the enemy's survival being their complete and unconditional surrender. When the political tyrants and their terrorists are captured they will be tried for their crimes and sentenced to life at hard labor. They will all spend the rest of their lives working to pay back humanity for their crimes against them. The profits they earn will be used to pay restitution to their victims and to provide continuing support for Libercratic defense services to defend Libertocracy and continue to liberate humanity by destroying states and militaries and preventing anyone from ever re-establishing the state again. Anyone who is guilty of tyranny or warfare against innocent people forever forfeits their lives and their rights and becomes subject to the righteous conquest of legitimate police who must remove this vermin from society and force them to pay their debt to society. If any of them refuse to work then they may at that time be put to death because their lives are forfeit and they could have been justly killed through a policy of take no prisoners, their lives are only to be preserved to pay society back for the crimes they have committed. When they are executed their organs will be taken from their bodies and used to save the lives of innocent people, thereby actually paying to preserve lives for those they have taken.
   Captured enemy soldiers and some other convicts may be forced into service in the defense forces in some roles, but only those individuals has who have demonstrated rehabilitation and have earned some measure of trust so that they can be counted on to perform the job. Convicts used must undergo rigorous testing to determine if they will perform sufficiently, they will be forced to abide by regulations and follow orders by the fact that they may be executed for dissertation or insubordination or in any way undermining a mission for threatening to commit any crime. These individuals may be used for the most dangerous missions; carrying out assassinations, covert actions, commando missions, front line fighting, etc.; missions which carry with it the high risk of death, however if they refuse to carry out the missions they may be executed, so they would have a much better chance of succeeding in the mission and surviving than facing certain death by refusing. Individuals who successfully perform required duties may have their sentence reduced or receive a complete pardon. They would only be assigned to parts of the world away from their original homelands.
   So for the convicts, their best chance of ever getting out of prison and being out from under a death sentence lies in them performing duties that serve humanity and by doing so earning their liberty. This is yet another large source of resources for defense services, when we conquer an enemy military and capture their soldiers we will have those soldiers to command and re-mold into weapons that may be used to serve our purposes.

That is why taxation is not only unjustified, it is unnecessary.
State's force innocent people to pay so that the state may commit crimes against them, we will force the criminals to pay so that innocent people may live in peace and freedom.

People can only get along by mutual consent, because if there is a dispute each side will call their own armed forces and it will escalate into war, only by respecting the right of people to police and defend themselves against aggressions where people who choose to interact together have a prior voluntary choice to accept an authority that is set over them by contractual treaty agreement can there be peace. This true in anarchy or in statist systems. The state is nothing but raw, tyrannical, aggression, it is constantly at war with humanity. There can only be peace, when people respect each other's rights fully and agree to live in peace, which means they stop their war against other people's rights by trying to impose their opinions, values or concept of nationality on other people through the various statist political systems.

The Deterrent Against a Rogue Security Organization
   Many privately run security services means no central monopoly, this ensures enforcement on other security forces who may go over the line and violate the law, this environment of accountability backed by the commitment to enforce the free market nature of the system keeps everyone in line.
   The deterrent against them becoming corrupt or tyrannical is the fact that they have contract insurance. That means that if a services becomes a rogue force and violates human rights law, all of that security services assets will be seized by a neutral trustee and the trustee, who has total access to all cash flow for the service, will immediately shut down any flow of capital to that service, effectively shutting it down in its tracks. There is no way that any organization can continue as a rogue and threaten people's rights when there will be no way to acquire new resources or pay their wages. Not only that, but every person who works for the security service must have personal contract insurance, so that all of the wages that personnel are paid will go into accounts where a neutral trustee has access to them, besides that, all of the property bought with wages from security service will have titles that can be seized by the trustee. So that if any individual violates the law, the trustee can seize all of that person's personal assets, including; bank accounts, stocks, bonds, titles to property, home, business and seize any incoming wages. So the assets of the organization and the assets of all of the individuals who work for the organization can be seized. This provides the assurance to everyone that the security services will live up to their contracts and respect human rights law.
   The Libercratic police provide the service of enforcing the different interpretations of rights that are found in the different constitutions and governments that individuals choose, the courts and police are not to impose one set of laws on everyone but they are neutral in enforcing the law that people have consented to accept within their chosen governments and to defend individual sovereign freedom against anyone who would violate it, that is the ultimate law enforcement by which everyone must live and respect.
