Cybercommunities
Cyberspace is the place to begin building a universal community. Here we may interact across state borders without intrusion or interference and create the virtual civilization that we want in a way that is uncompromised.

Campaigning for change within existing countries
While it's not likely that political states will simply close down their intrusive and criminal organizations on their own, it is necessary to deal with them and get them to change as much as possible. It is necessary to have a dialogue with them to create the most beneficial environment for us, to protect our own interests. Protesting, boycotting and speaking to the public to gather support and influence public opinion as well as trying to influence the behavior of politicians toward  liberalization. As states realize that they are in a competition to provide services that people want, they will have to accommodate to the new economic environment, one of global free enterprise that reaches beyond state borders. This means that in our times, states will find that their power base is eroding, as well as their presumed legitimacy, by the emergence of free consensual governments that provide a full range of governmental services without taxes, coercion or slavery. And corporate entities that provide governmental services universally; they can privately provide security services, police and defense, efficient and fair adjudication in court, high quality education, health care and insurance and social programs that help people to help themselves in a way that is mutually profitable. As these services begin to be provided freely to anyone who wants them, the relevancy of the state begins to shrink into obsolescence.
   We must start a public awareness campaign in countries all over the world explaining our principles of how to make changes to the existing system to make them more libertarian, free market, consensual and respectful of human rights. This information should clearly explain the ways and means of accomplishing these goals and should ultimately lead to the enjoyment of consensual government to replace the tyranny of the state.
   About the best thing that can be hoped for from politicians would be to exempt those people who successfully are able to govern themselves and provide services to others from the tyrannical authority of state control. By organizing groups to convince the politicians that it is in everyone's best interest to give full tax exemptions to people and groups who are able to provide full government services for themselves and not put a burden on others and in addition provide government services to other people within their communities, thereby alleviating much of the burden that the state has to confiscate people's money and impose these policies, which they call services, on others. If a they will give a full tax exemption for a community that governs and polices itself and settles their own disputes in their own court and provides their own utilities, education and regulates their own business activities, both internally and in relation to others outside of their organization, then that political body should, if it has any concern at all or people's rights, recognize those people's right to full exemptions from the state's rule, not only from taxes but from regulations or other invasive actions by the state. Since the state claims that it has to do these things to keep order and that if they don't do them then they won't get done, then all they have to be shown is that there is a better way to do these things which can be accomplished through consensual contracts and without taxes and they can be done more efficiently and to the satisfaction of everyone concerned.

Direct Political Action
We can't just withdraw from the world and expect the world's systems to change, WE must change them, we must get involved in direct political action to change political systems and aggressively attack and destroy the state by seizing control of it in the only way that politicians and their bloodsucking cronies understand, and the only thing they fear, political power.
   It is possible to get involved in the political system without committing crimes against people's rights. This can be done by people who respect the rights of others joining together under a contract to uphold individual rights and work through the political system to liberate people from the state while refraining from supporting any action that violates anyone's natural rights. This contract can be enforced through contract insurance with the support of community governments and neutral free government organizations and security services. Through this means we can gain the support of huge numbers of people who believe in Libertarian principles but believe the only way to effectively change things is through the political system. We can put pressure on politicians to sign the contract or face the consequences. While individual rights must be respected, people involved in the political system must be prepared to use any means to accomplish their goals, this is a war and every bit of power that can be seized must be used and every dirty, underhanded tactic must be employed against the enemy to defeat them at their own game.

Community Governments
A concept for quasi-sovereign governments that citizens of states may form themselves and seek exemption from the state or at least they can function independently as much as possible while working with free sovereign governments and the political-state at the same time.

Mobility of Persons, Property and Communities
To live freely in an unfree world it is necessary to maintain mobility and liquidity. People, businesses and organizations need to maintain their independence from the state and take steps to protect themselves from its intrusions. When there is an intrusion people need to be able to liquidate their assets and move them quickly to a safe place. The best thing is to have an off-shore trust account in a secure bank that respects financial privacy. It is also a good idea to develop insurance policies against the state's confiscation of property and against being arrested and imprisoned unjustly by the state. Insurance companies that are independent of states can insure persons and businesses who specify their intended actions and the policy will cover reimbursement claims if that person is arrested, jailed or has one's property confiscated by the state. This creates a powerful incentive for insurance companies to provide security in the form a police, defense and property protection services to help protect their interests. Supreme and civil governments also provide police and defense protection and in some cases insurance against unlawful imprisonment or seizure of property.
   People and businesses need to develop services that allow for quick and efficient movement, not only of money and investments but also that arrange for the movement or exchange of large and fixed property from one place to another. Through the community governments, individuals and entities who are independent of the state may arrange through contractual agreement to use the property of state's citizens or for citizens to use the property of a free sovereign, they agree to put the property (in name only) under the name of the citizen, under mutually beneficial conditions which may specify that for the state's citizen to use independent sovereign's property and benefit from it, the citizen agrees to keep certain properties in their name and be legally and financially responsible for those properties. So that if the citizen's own government should unjustly confiscate that property or try to unjustly pin a crime on persons using the property, then the citizens will take responsibility for it and will be responsible for transferring, exchanging or replacing that property for other similar property in a more secure territory. Organizations which provide the service of protecting people from state confiscation may put property under their name and take other legal responsibilities under the state jurisdiction, such as paying for licenses, registration or even taxes and by doing so would alleviate this burden from free sovereigns. In this way a free sovereign individual may engage in any activities and do business with citizens of states and within territory controlled by the state without having to pay for licenses, permits or even pay taxes and if the state should confiscate one's property, that individual can expect reimbursement.
   Whole communities of free sovereigns and others who are inclined toward Libertarian lifestyles may organize a complete community which can be liquidated and moved quickly and efficiently to a more safe location. Citizens of states who are paying to wage a war on freedom who engage in business with free sovereigns would have to sign a contract and have contract insurance that guarantees reimbursement to individuals or businesses who are harmed by the state that they are supporting as the price of benefiting from interactions with responsible sovereign individuals.

Resources
We must search out, discover and exploit the resources of the oceans, under the ocean floor and in space.
Recycling of Materials
Since our access to land locked resources is very limited and is under the regulations of states it is very important to try to acquire as much scrap metal and plastic or other materials to be recycled as possible. It's much cheaper to make do with used or rejected products that can be recycled or repaired than to build it from scratch. After all, in the West there are a lot of things that are thrown away that only needs a little time and effort to repair.
   Many electronic products, including computers are sold very cheaply or thrown away when they become obsolete, but many electronic components in them are not obsolete and can be recycled or at least they can be given to people in other parts of the world so that we may help to educate them and bring more people in other parts of the world into the Libercratic form of government and free enterprise economics.
   Copyrighted material may be exchanged freely privately since a copyright is a contract within a public economic system, those who are not within that system are not bound by it and may use the copyrighted material privately, including sharing it privately with others, this should be exploited extensively.

Living at Sea
Floating Cities & Islands
The best long term plan for colonizing the oceans is building permanent floating islands that are strong and secure enough to build large cities with factories and parks, and countryside with grass, flowers, trees and farms. These islands may either be free floating and mobile or they may be permanently secured in one location. For more information about floating islands see Oceania and Nexus Floating City
   In the mean time, to develop sea-based communities, people can build small, personal floating islands, on which they can build a home, with a lawn, probably made of artificial turf, and even have some palm trees, a fresh water swimming pool, tennis court or anything they want. Small floating islands could be built with sea cells as described on the Oceania site. They can be a half acre, an acre or several acres and can hold a large home or a condominium. Owners of personal islands could meet and tie them together to form connected communities. Entrepreneurs may them develop businesses on their own floating islands and dock them to the sea-based communities. Whole temporary towns could develop at sea and have the potential to grow into large sea cities.

Floating Homes & Communities
As available land becomes scarce, it becomes more practical to build on the water. The demand for floating homes is growing, and new companies are designing innovative concepts for developments on the water. Personal Boats
For the more independent souls who demand the total freedom to live as self-governing sovereigns, there is a way to do this now by simply renouncing one's citizenship in the state, buying a boat and setting sail for the open sea to live as an independent sovereign, with one's boat as one's own country. If enough people are willing to take to living on the ocean permanently they will create a demand for services that will lead people to form companies which will cater to their needs by delivering supplies and providing other services. If there are enough people living at sea, eventually some of them may want to form a seaborne community and construct floating platforms that contain stores, entertainment, recreation and other facilities where they may dock for a period of time and then move on. In this way people may remain independent and still interact in consensual communities. The laws that govern these communities would have to be determined by consensual contracts. Because no one would consent to surrender one's freedom to some band of pirates. Stupidly, that's what citizens of states are doing now, if they would come to their senses, they would realize that there are many paths that they may take to escape this tyranny, if they only have the courage to do it.

Ships
It would be of great benefit to acquire large ships to serve as resorts that are free of any state control. If more people begin living on the ocean then there will be a demand for commercial ships which are filled with stores. Like a floating mall these ships may travel around the world stopping along coasts of different nations and at islands and where people living at sea may congregate to bring people on board to engage in business tax free.
Many other services may be offered on these ships as well.
   Some people who enjoy taking cruises and renting time shares may prefer living on board a ship permanently, or at least for extended periods of time. Such residential ships may provide extra large apartment suites and can develop a full service community onboard.
The most ambitions project to date is Freedom Ship that would provide residential and recreational facilities for living at sea.

Ship Platforms
The surface area of ships may be extended by connecting a platform between 2 or more ships with floating supports in the middle. These platforms would be relatively small and may only be temporary, though they could be maintained as a permanent structure on which one may choose to build a small structure in which to live or to build a small shop to serve sea going travelers. Larger platforms may be built by connecting between 4 or more large ships with strong floating supports in between. These platforms may serve as housing developments or a commercial area like a city block. These structures would be very mobile and can more quickly and easily travel the world's oceans than other types of sea structures.

Offshore Platforms
The acquisition of old oil rig platforms which may be towed into international waters and used to build a resort or to put 4 or more platforms close together and construct a large platform of a few acres in size between the base platforms would allow for the construction of a larger resort or a small community. If enough of these platforms are constructed close together, then they may evolve into a full city on the sea. These offshore platforms have withstood years of rough seas and even hurricanes. There are plateaus and seamounts at depths of a few hundred meters, some under one hundred meters, in international waters where these platforms could be secured. There are floating offshore platforms that can be used to build a floating island anywhere on the ocean. One floating offshore platform in the Gulf of Mexico rode out a hurricane several years ago and remained intact.

Services
Existing businesses can expand their markets by providing goods and services to people living on the ocean and in addition new businesses will form that specialize in providing goods and services to ocean dwellers.

Delivery
Regular shipments of products and mail may easily be delivered by plane or boat to nomadic people on the sea by the recipient giving one's exact location at the time one expects the delivery.

Food
While a food delivery service may be offered, people living on the ocean must be able to produce their own food not only for themselves but to feed of hungry world that is rapidly running out of farmland. Large floating islands may be used to develop large farming operations. In the future these farm islands will be mechanized, with the machinery needed to tend the crops located under the ground where fresh water, nutrients and fertilizer will be applied directly to the roots. The crops can be cultivated by robots who run on tracks between the rows. The soils can be cleansed of almost all foreign plants, what little there are, and since they will be at sea, they will be away from many of the insects that normally infest crops. All of the island will be fully automated and run by computer.
   For decades people have talked about farming in the oceans. Cultivating ocean crops such as kelp and other seaweeds. There has been some farming of the seas, but this needs to be developed much more. Research needs to be conducted into developing crops that grow well in salty conditions, where there is a lot of salt in the air, and it would be ideal to cultivate crops that actually grow well in salt water.
   And obviously fishing will provide a major food source. But instead of roaming the ocean and depleting it of its fish populations and sometimes capturing dolphins, sharks and other species that may someday be pushed to the brink of extinction, it would be much more efficient and environmentally sound to develop fish farms. These farms would include enclosed hatcheries on the ocean which are protected from predators. When the fish grow large enough, they may be released into large enclosed holding areas where they will be fed until ready for harvest. The fish may be kept in and the predators kept out by either; safe netting that does not ensnare other animals; or there may be sonar fences that will use frequencies that will keep the fish within their area while driving other fish away.

Communications
For the time being sea dwellers can use existing satellite and encryption technology. Communications between sea based developments and the rest of the world can be through satellites.
   Establishing Internet servers on independent ocean structures provide the best protection from state intrusion and censorship. By guaranteeing respect or the privacy and property of all material stored on the server and the right to total freedom of speech, sea based servers should generate a lot of worldwide business.

Government on the High Seas
There is great opportunity for instituting free consensual government throughout the oceans which will defend freedom and individual sovereignty against anyone who would seek to use coercion or force to impose a state-like government. As the oceans are independent of any state, the laws of the governments of the people who live there will be enforced completely with violators being prosecuted and punished.
   People living on the ocean must by the nature of its environment live as individual self-governing sovereigns. Persons may choose to locate their structures anywhere they wish and to tie them together with other structures within voluntary communities and chosen governments. Should anyone wish to lead that community and its government they have only to detach themselves from that community and set out on their own.

Security on the high Seas
Rather than relying on total self defense without any support from elsewhere, people will need to hire security firms to police and depend their sea based structures. Persons may become civilzens of governments who provide free security; police, defense and emergency services to the civilzen for the opportunity of being able to have jurisdiction over an area and its property with their profits coming from those sources described in the Librademian Revenue System.

Media
There is a great need for a large libertarian media corporation that will provide news and entertainment to the world.
The state's news media are all biased in favor of state tyranny and against the rights of individuals, they lie constantly about the nature of their system and about human rights and they promulgate propaganda that causes great harm to individuals' rights all over the world.
For this reason we must develop a large worldwide libertarian news service that will operate on the web and will publish newspapers and magazines and eventually will televise through the Internet. There are currently many small Libertarian opinion newspapers and magazines, they are a good start, but they and others need to join forces or at least contribute resources to the formation of a larger corporation that will cover regular everyday news, from a worldwide perspective, but will also cover the news from different areas and nations and will have publications for local communities that are subsidiaries. It should include news, lifestyles, entertainment, sports, travel, health, science, technology and other sections of interest.
   Libertarian entertainment corporations should sponsor positive entertainment that promotes respect for freedom and individual rights and shows people effectively governing themselves and living freely and self-sufficiently in a diverse array of lifestyles.
Eventually we want to develop television channels to be broadcast by satellite.

Transportation
Beside the obvious ship travel, it would be relatively easy and convenient to offer sea plane service to people living on the ocean. Sea planes would pick up passengers and take them to the nearest mainland airport where they may catch a plane to anywhere in the world. Eventually there will be a need to open large seaborne airports that can offer transportation to other sea or mainland airports all over the world.

Energy
The best initial source of energy is solar power. Eventually as larger colonies are established, other large scale energy plants may be developed, including fossil fuel plants. Fuel cells may eventually be used for all of one's home energy needs and even for businesses and public properties.
Nuclear power could only be developed under very strict FSUTO treaty guidelines.
In the future, nuclear fusion promises to be a cheap source of limitless power that can be used on the oceans, on spaceships and space colonies.

Corporations
Corporations may be formed and operated free of licensing or imposed regulations on floating islands or other sea structures.

Financial Services
Banks, investment and insurance companies located in cyberspace which may have an office on a floating platform or island in the ocean is an independent entity that can function outside of any state regulation. Here they may offer completely secure financial services that are guaranteed to protect one's money and privacy. They can do business all over the world through computer communications and transactions using encryption technology.

Resorts
Building a resort on an offshore platform or floating island is an ideal pioneering industry. People may take a vacation from the restrictions placed on them as citizens of a state, there they may enjoy total personal freedom.

Communities
People living on the ocean or traveling a great deal at sea or just people interested in totally independent living can begin building their communities now, first in cyberspace, and then eventually by organizing ocean dwellers to tie their boats or platforms together to form communities in which to do business, socialize and develop common cultural interests. These are the ultimate voluntary communities which provide the assurance of never being forced to submit to any community standards or codes, because, if an individual grows tired of the community or if the community should become coercive, the individual can simply detach oneself from that community and set out on one's own.

Medical Care
The best way of providing health care to people free of invasive state regulations is through the operation of hospital ships. These ships may travel all over the world offering their services to people everywhere. They may offer treatments that are not available or not allowed within states, they can give hope to people to try experimental procedures or treatments that may take years to pass state approval. As a service smaller boats may provide clinical services, such as physical examinations and treatment of relatively minor illnesses and injuries. These boats may make visits at other floating vehicles or structures as well as land based visits.

Education
We need to establish an online education system first. A K through 12 and college undergraduate and graduate programs that will award diplomas and degrees entirely through correspondence. For K through 12 we will provide resource materials for parents to oversee teaching their children and also, of course, provide online teachers and tutors. Classrooms can be organized through chat rooms and teleconference with direct communications with teachers and tutors, just as other schools are doing now.
   We need to negotiate with primary and secondary schools and colleges and universities to allow the establishment of Libercratic curricula on their campuses, paid for by us and our students or those who wish to sign up for the program. We would agree to pay our fair share of the operating and maintenance cost of the buildings, utility bills and other campus expenses.
   Students can get a quality education online by being able to listen to lectures from schools all over the world, from the best teachers and from many different tutors. Online students can download lectures and listen to them at the best time, replaying them until they adequately absorb it, and they can download lessons and digital resources to help them complete their assignments. They can participate in student chat groups where they can help each other with their homework. Online text books are more interactive and are cross-referenced to other materials and includes audio, video and animation and can show 3D models, that is impossible 2D text books. Also, students need do get out of the classroom and get into the field to learn through hands on experience. The best way to learn business and economics is to operate a business, though university laboratories are indispensable for learning science and engineering, much learning in these subjects will come from field work and performing projects by an individual or a team. In fact, in our system, students will spend very little time in the classroom, the only subjects that require even being on a campus are science and engineering, to be able into use the laboratory resources. For the little time that we spend in a classroom, we can arrange with the school to use the classrooms at times of the day when they are empty, such as very early in the morning or in the evening. Much of the cost for education currently is tied up in constructing and maintaining the buildings and paying the utility bills. Our system is cheaper and it is a better way to learn. Eventually we will build our own school campuses.

Homesteading
For those who are determined to live self-sufficiently and neither participate in the state economy nor be a burden on others, they may wish to become modern homesteaders who are determined to provide all of one's own necessities for one's oneself and family or trade with other homesteaders for additional products and services, privately.
   Homesteading involves growing your own food, do it yourself repairs, producing your own energy, i.e.; solar, wind or other sources, and making many of your own household products. Homesteading need not mean returning to a subsistence existence. Modern pioneers in self-sufficiency can organize their own economy to grade goods and services and by bartering or using electronic currency and finding their own ways of organizing and managing their economic activities. Modern pioneers need to learn to use technology to their advantage, organizing themselves and exchanging information about their lifestyle through the Internet, computerizing their business activities and learning to be inventive in solving problems on their own.
   Today being a pioneer means being able to work with the most advanced technology and make it your own and put it to use in creative ways that allow the individual to solve problems and profit from readapting technology. Modern pioneering means building extensive communities through cyberspace and in the real world who create their own organizations and settle their own problems among themselves. Most importantly, modern pioneers must work on rebuilding civilization through consensual government and a true free market economy.
