Section I
1. (A) Members pledge their full cooperation and to commit their resources to the accomplishment of the security goals of this Treaty.
(B) They affirm to incorporate these articles into their government's codified laws, to eliminate those weapons described herein and to enact policies and programs to eliminate the presence of criminal military troops and weapons or other organizations which threaten to make war on innocent people.
(C) Sovereigns may commit any resources they wish and participate in the Security Treaty Organization to any degree they want, according to their own choices and serving by their own values.

(D) Security services will function under the same basic operating procedure as the Securitariot of Librademia which will be the default model for any security services in the absence of those services creating their own operating procedure. Other security services may operate in their own way by simply codifying the procedure and laws and proving their accountability to the public by subordinating themselves to SUDAPT.

(E)Member government's pledge never to develop, manufacture or possess nuclear, lethal chemical weapons or biological weapons. They pledge never to do research or conduct any type of testing with the intent of developing nuclear, lethal chemical or biological weapons.
(F)The agree to use all of their available resources to suppress any intention by any person or group to build these prohibited weapons.
(G)They agree not to enter into any governmental, economic or other mutually beneficial or alliance or cooperative agreements with any government or organization that has or supports the development, possession or use of nuclear, lethal chemical or biological weapons.

2. Non-Aggression Pact
(A) Member signatories pledge never to commit an act of aggression against other members or any foreign power that has not directly threatened them or other innocent persons and to never initiate violent force.
(B) Members pledge to use force only in defense against an aggression or trespass committed by another.
(C) Members pledge to limit their own Dienforcade operations to their own jurisdiction and not extend it into other treaty member's jurisdiction without their permission or under the auspices of SUDAPT.
(D) Members pledge not to conduct Dienforcade operations against foreign powers except through the FSUTO Inter-Governmental Treaty and Alien Policy Treaty Organizations, and by and through SUDAPT.

3. War is Forbidden
(A) War must be fought against with all of the resources of the defense forces that are members of SUDAPT.
(B) Those who wage wars are the worst kind of criminals, they must be hunted down like the savages that they are, they must be killed or arrested and prosecuted and punished to the full extent of the law.
(C) Individuals who support or give aid to the criminals who wage war are to be prosecuted as accessories to their crimes, in proportion to the guilt each individual bares which is proportional to the individuals' degree of support and considering mitigating circumstances, such as; the individual being coerced or forced to serve the war effort.
(D) Individuals who are coerced or forced to serve the war effort are still guilty to some degree, since it is still that person's choice to serve the war in which innocent people are being forced to suffer and die, instead of serving humanity.
(E) (aa) Individuals who are conscripted and forced to participate directly in the war, who are responsible for choosing to kill innocent people are murderers and terrorists and will be prosecuted and punished to the full extent of the law.
(bb) An individual who is being unjustly threatened by a ruler or commanding officer should defend one's self against that threat by killing the ruler or commanding officer, but to choose to kill innocent people, who are not in any way threatening the individual or anyone else, is murder and can never be justified. (cc) Those individual's who choose to give or follow orders, (those who give the order to fire and the one who pulls the trigger) whatever the threat or motive, that results in acts of terrorism, murder or lesser crimes against innocent people, are to be considered equally guilty and receive equal punishments.
(F) Instead of warfare, defense of FSUTO and it's member sovereign's governments will be conducted through Dienforcade.

4. Elimination of Nuclear Weapons
(A) Members pledge to use their police and other security forces to in every way within their power suppress the ability of any person, group, entity or government to develop, manufacture, test, traffic in nuclear weapons materials or deploy nuclear weapons and to track down, arrest, prosecute and punish any person, entity or government that they may be able to do, to the full extent of the law, against those who would develop, deploy, possess or use them.
(B) They pledge to cooperate on the control and regulation of nuclear materials that may be used for the development of nuclear weapons.

5. Elimination of Lethal Chemical Weapons
(A) (aa) Members pledge never to develop or possess any type of chemical weapons that are lethal, cause permanent disability or that cause irreparable harm to the environment. (bb) They agree not to possess or use any type of chemical weapons that cannot be controlled or kept to a restricted area, meaning those weapons which if used properly are still likely to endanger the lives or health of innocent persons. (cc) Other types of chemical weapons that are banned are those which may lead to chronic illness in the subject on whom it was used or chemicals which may go into the ground, air or water or in any way pollute the environment in a manner which may effect public health or damage the ecosystem.
(B) Members pledge to commit their resources to suppress the development of these lethal or other hazardous chemical weapons and the ability of any person, group, entity or government to develop, manufacture, test, traffic in lethal chemical weapons materials; and to track down, arrest, prosecute and punish those who would develop, deploy, possess or use them.
(C) Since certain types of chemical weapons are very useful in law enforcement and in the defense forces it is acceptable to use only non-lethal chemical weapons and those which have been proved not to cause permanent disability in the subject on whom it was used or to in any way threaten or injure innocent persons or to cause irreparable harm to the environment. The use of non-lethal chemical weapons is a very positive alternative to conventional lethal weapons and the right for security forces and private individuals to use these lawful chemical weapons must be respected and defended.

6. Elimination of Biological Weapons
(A) Members pledge never to develop or intend to use biological weapons. (aa) This means a ban on any type of germ warfare, the use of viruses, bacteria or the intentional spread of disease. Also banned is the use of any type of flora or fauna with the intent to wreck environmental destruction or to disrupt ecosystems or in other ways cause irreparable environmental damage. (bb) Also illegal, is any type of warfare that is in any way intended to weaken the health of innocent civilians, such as destroying a population's food supply, contaminating or destroying their water supply or denying the civilian population needed medical treatment, food, water or the aid of humanitarian groups who want to help them.
(B) They agree to suppress any attempt or of any person, group, entity or government to develop, manufacture, test, traffic in lethal contagion's or other germ warfare agents; and to track down, arrest, prosecute and punish those who would develop, deploy, possess or use biological weapons. (C) Of course, the use of animals as weapons, such as the use of police dogs to attack a suspect or the use of other animals for law enforcement or by the defense forces is acceptable as long as it is proved that the animals can be controlled by their owners so as not to endanger the lives or health of innocent persons.

7. Reduction of Conventional Weapons
(A) Members agree to enact policies which attempt to reduce the number of conventional weapons as well as the reduction in the lethal and destructive power of weapons and to whenever possible, develop and use non-lethal weapons in law enforcement and the defense forces.
(B) They agree to allow civil authorities under their jurisdiction to enact policies which regulate the manufacture and trade in lethal weapons with the intent of reducing said weapons as much as possible.

8. Control of Other Weapons of Mass Destruction
(A) (aa) Members pledge not to develop or use weapons of mass destruction with the intent to use them on civilian populations, meaning those weapons such as bomber planes along with their bombs with the intent of bombing an urban area or any area that directly endangers the lives of innocent persons. (bb) They agreed not to use medium or long range missiles which cannot be precisely controlled and carry large destructive warheads. (cc) They agree to enforce the ban on the possession or use or the stratagem for the use of weapons which destroy and kill indiscriminately and cannot be precisely controlled.
(B) They pledge to support efforts to bring to justice any person or entity who uses weapons of mass destruction.
(C) They agree to allow civil authorities under their jurisdiction to enact policies which regulate the manufacture and trade in weapons of mass destruction with the intent of controlling and reducing said weapons as much as possible.
(D) The possession of large explosives, bomber planes, bombs or missiles is not illegal, neither is the possession of medium or longer range missiles. Nor is the use of medium or long range missiles or the use of large explosives or bombs illegal as long as their use can be precisely controlled and does not directly threaten or recklessly endanger the lives of innocent people.

9. Control of Land Mines
(A) (aa) Members agree to enact policies which reduce the number of land mines manufactured and they pledge to control the use of land mines in all situations. (bb) That means, that members who deploy land mines for defensive reasons around a defended area, will precisely document the exact location of each and every land mine and turn this information over to SUDAPT (cc) They furthermore agree, that they are responsible for keeping innocent persons from those minded areas. (dd) Entities that use land mines that eventually kill or injury innocent persons, will be prosecuted to the full extent of the law for their part in intentional placing these hazards, without taking proper precautions.
(B) They pledge to support efforts to bring to justice any person or entity who uses land mines in a reckless, irresponsible or unjustifiable manner.
(C) They agree to allow civil authorities under their jurisdiction to enact policies which regulate the manufacture and trade in land mines with the intent of controlling and reducing said weapons as much as possible.

10. Reduction of Military Troops
(A) Traditional Standing Military is Illegal
(aa) Since the traditional state military is nothing but a gang of murdering thugs hired by the state to commit acts of terrorism and other crimes against humanity, to enslave the state's on citizens and wage wars on other human beings who are branded as aliens, such a criminal organization is banned within the jurisdiction of all member governments. (bb) Though, of course, any group may call themselves a military or militia, they may organize for defense or train in the tactics and strategy of war and they have every right to do so, however they have no right to train with the intent to wage war that in any way threatens the lives of innocent people. (cc) [aaa] Therefore any organization (in which it can be proved in a court of law) that is training, preparing and intending to wage a war which will certainly endanger the lives of innocent people, the said organization will be guilty of the crime of intent to commit warfare against innocent people. [bbb] However, if the organization is training for and intends to wage a limited and restricted war against an enemy which has chosen to meet them on a designated battlefield which is a restricted area and poses no threat to innocent people outside of that area , then the organization has a right to engage in this type of activity.
[ccc] And, of course, training in warfare for the cause of Dienforcade which is conducted under strict legal authority is a right that may not be denied.
(B) Members pledge to support efforts to bring to justice any person or entity who organizes, conspires, develops or trains in a criminal military fashion, with the intent to commit warfare against the rights of innocent people.
(C) (aa) They agree to allow civil authorities under their jurisdiction to enact policies which regulate the manufacture and trade in military weapons and regulate military organizations.
(bb) Reduction of Militia Troops
Members agree to allow or if possible encourage civil authorities under their jurisdiction to enact policies with the intent to reduce the number of individuals in militia groups as well as the amount of lethal weapons that the groups possess.

11. Condemnation of Glorification of the Military and War
(A) This Treaty hereby; condemns all criminal militaries, especially political state's militaries, which are criminal organizations of terrorist thugs. Members condemn those barbarian societies who glorify the cowardice, terrorism, murder and other crimes committed by the military; and condemn the slavery of conscription, as well as coercions that degrade and make guilty an entire society by forcing them into supporting and serving the military-state. We condemn any attempt by any person, entity, military, weapons contractors or government to presume to justify the existence of a military-state or the fighting of wars and call them liars; with the proof being; the existence of sovereign human rights government, the right of all sovereign individuals to live in peace and defend them selves against the tyranny and terrorism inherent in the condition of war which is intentionally imposed on people by the forces of evil who seek to profit from war and to gain greater power over their subjects. Furthermore, we prove this based on the reality of the existence of this Treaty Organization and it's member sovereign governments and security forces, in who's duty it is placed, to uphold and defend universal human rights freedom in a lawful and justified manner, while protecting the lives of innocent people and excluding the use of military terrorism, murder and other crimes, which SUDAPT is committed to eliminate through police and defense force action.
(B) Deligitimizing the Presumed Justification for the Existence of the Military or the Fighting of Wars:
(aa) Advertising, promoting or recruiting for the political-state or the military is illegal within the limited public jurisdiction of this Treaty. (bb) And member governments agree to whenever possible, suppress the advertising, promoting or recruiting for the any military type organization and to prosecute offenders; if the supreme government is not able to do this, then they pledge to allow civil authorities under their jurisdiction to assume the responsibility of doing so.
Members agree to allow or if possible encourage civil authorities under their jurisdiction to enact policies with the intent to deligitimize excuses for the existence of a standing military and the fighting of wars.

12. Disrupting the Peace (V-M-K)
Any attempt to disrupt the peace, cooperation, trade, travel, financial transactions or other interactions between sovereigns is prohibited, as is any fomenting of war, insurrection, national, racial, class or religious violence.

13. Defense against Alien Aggression
(A) Treaty members will support the FSUTO-ST Joint Defense Forces who will fight and destroy the alien threat and then arrest and bring to justice those aliens responsible for the crimes committed, through Dienforcade.
(B) Sovereigns who have been the victim of alien aggression must be defended by treaty authorities, who should use all of their power to protect the sovereign person.
It is the intention of the defense forces to defend the lives of sovereign individuals against all aggressions that violate basic human rights by whatever means necessary that doesn't directly threaten the rights or lives of other innocent people. This defense should be appropriate to the threat; if the person's life is threaten, then the response should be the use of deadly defensive force; if non-lethal physical force is used against a sovereign, then the response should be non-lethal defensive force; if the property of a sovereign is unjustly claimed by state authorities, then the defense should be to use non-violent means to defend the property by using economic, political or diplomatic strategies; if a sovereign is unjustly arrested, then the person must be liberated and taken to a place of safety or to negotiate or plea bargain with those holding the person by using alien suspects, convicts or war prisoners as bargaining chips to win the release of the captive sovereign; if aliens persecute or harass a sovereign person, then the defense should be appropriate violent or non-violent force.

14. The Military-State
(A) All militaries are mercenary terrorists hired by the political state to commit crimes against sovereign humanity, the state's military is an enemy of humanity and must be fought with all of the resources of the FSUTreaty Organization and ultimately destroyed and made extinct.
(B) Any person who works for the military state is to be excluded from the Treaty Organization and all of its economic activity, their government is to be boycotted and any member of that organization may be arrested at the first opportunity upon setting foot in FSUTO jurisdiction.
(C) Militaries that maintain nuclear, biological or legal chemical weapons are directly threatening the survival of the human species and are in a state of war against humanity, therefore SUDAPT defense forces have a duty to use every means available to take away the ability of these states to function or to wage war.
(D) If any military takes any directly threatening action against sovereign persons or their property; the FSUTO Defense Forces must use Dienforcade to defend the sovereigns.
(E) It is the duty of the FSUTO Defense Forces to capture or kill any member of a state military, who, invading under orders of the state by overt or covert action, is recognized upon sight of that hostile alien setting foot in, FSUTO jurisdiction or pointing or moving any weapon into a threatening position toward a sovereign person or one's property.

15. Military-States who make War
Any military or other entity that makes war on innocent sovereigns must be completely destroyed, the entire military and political command structure must be arrested or killed and their state must be terminated and their state property holdings and assets must be seized to cover the costs of the Defense Forces, Dienforcade and to pay restitution to the victims.


16. (A) No member government may on one's own initiate any force or attack against any Treaty member sovereign or alien authority, government, entity or person.
(B) All actions carried out by member governments on the behalf of innocent people residing under the authority of alien governments must be conducted through the FSUTO-JGT, APT and SUDAPT.
(C) Any involvement in alien conflicts must be organized and commanded through the JGT, APT and SUDAPT.
(D) Member sovereigns and their governments retain the right of self-defense against the aggression of any alien power or person in accordance with the provisions of the FSUTO-APT and SUDAPT.


17. Negotiations for Entry into the Inter-Governmental Treaty for the Elimination of the Military and War
Member sovereigns, entities and civil governments, pledge to work toward getting non-treaty member persons, entities and governments to begin negotiations for entry into the FSUTO-ST. Or, at least, negotiations with non-members, to get the non-members to reduce their military to a level that doesn't pose a direct threat to other nations and ban warfare that threatens innocent people and liberalize their laws and develop a greater respect for sovereign human rights.


II. Joint Security Corps

1. (A) Joint Security Organization: headed by - Superviser
Chief Executive Officer - Commandant General
Administrative Executive - Superintendent
Multiple Branches - Generals

(B) Security Council
The Council is composed of one representative from each sovereignty; it only has the power to confirm nominees, it is a council who acts in an advisory capacity to help shape policy and to better insure the protection of the people's rights.

(C) These executive officers will be chosen by a vote of the member sovereign's detailed in Voting. The executives will appoint heads to the other services listed below.
(D) The Joint Security Corps is composed of individuals and groups of sovereign and civil security services who volunteer to serve. It is open to all FSUTO signatories and service may not be restrictive or discriminatory against any individual or member government. (The only persons who may be excluded are those who have been convicted of felony crimes.)
Of those who volunteer, acceptance in the Security Corps and all jobs and advancement will be determined by merit according to objective performance qualifications.
Descriptions of the following services are given in the Librademian Securitariot and SUDAPT administration and operations shall be conducted in a similar manner.

Resistance - Denying the enemy the ability to commit crimes against people or threaten human rights and to take away their ability to effectively wage war.

RUSO (Resource Utilization in Strategic Operations) -
Positioning of resources and operations in ways that contribute to liberating people and subverting the enemy in non-violent ways.
Economic - Strategic economic activities, operating underground economies, acquiring alien resources and economic influence. Organizing strikes and boycotts.
Political
- Negotiating with alien authorities for joint use of resources and negotiations for the release of captives or property held be the enemy.


19. The Security Union Defense And Peace Treaty will be managed and administered directly by the FSUTO Joint-Government.
