The policies of Sovereign's governments toward alien persons, entities and governments.

I. 1. Crimes Committed by Aliens in FSUTO Jurisdiction or against FSUTO Members
(A) Aliens who violate the laws of any of the sovereign's governments or FSUTO will be prosecuted to the full extent of the law.
(B) Aliens who violate laws while on sovereign's jurisdiction will be arrested and prosecuted by the proper authorities.
(C) (aa) Aliens who commit crimes against sovereigns while the aliens are on territory outside of sovereign's or FSUTO's jurisdiction will be sought by the sovereign's and FSUTO's governmental authorities. (bb) In this case a person who has been the victim of a crime committed by an alien on alien territory, should file charges with either one's government or FSUTO against the suspect, the police will investigate and if there is evidence they will issue a warrant for the arrest of the suspect.
(cc) Since they are dealing with an alien in alien territory, the police, the victim or an insurance company are likely to to issue a reward for information leading to the capture of the suspect and or a reward for anyone who captures the suspect and turns the suspect over to the proper authorities.

2. Subpoenas against alien witnesses and obtaining search or arrest warrants against aliens
(A) Any aliens traveling in FSUTO jurisdiction are of course fully accountable to FSUTO law including subpoenas and arrest.
(B) Aliens living on their own sovereign property may only be subpoenaed or arrested through either their own government's action on behalf of the victim's complaint or (C) through the alien's contractual obligations with FSUTO members which by implication compel one to respect all warrants and subpoenas, or (D) if the alien lives in isolated independence then the alien may be blockaded (but not invaded except in defense of an innocent person) until the suspect surrenders or if the person refuses to surrender then the suspect is effectively already detained.

3. The term of limitations on crimes committed against sovereigns under the APTreaty is:
(A) For all felonies the victim or the victims representative must notify the police of the crime within one year and (B) any charges against a suspect must be made within fifteen years of the commission of the crime.
(C) The exception is for murder which has no limit on the time for notifying the police or charging a suspect in the crime.
(D) Misdemeanors must be filed within six months and charges against a suspect can be filed no later than five years after the commission of the crime.
(E) Charges may be filed in absentia, only if the suspect refuses to answer an arrest warrant.

4. The term of limitations on litigation suits is:
(A) The claimant must file the suit within one year of the commission of the harmful action. If the suit is filed against an alien or a person who refuses to appear in court, then there is no limitation on the suit because the defendant is alleged to have violated or cheated the plaintiff thereby placing a debt on the person who is responsible, since debts are for life they have no expiration date, unless a prior contract sets one, therefore any person who refuses to appear for a litigation suit will remain liable for that suit throughout one's life, and when the defendant is able to be sued the cost of the investigation as well as the prolonged delay in justice will just increase the debt of the one who is liable.
(B) After the criminal charges have been filed against a suspect, if that suspect is an alien who hides out or uses the protection of alien authorities to evade justice then there is no term of limitations on any liability damages.
(C) Aliens who refuse to appear in court to answer a suit may be sued in absentia. The defendant must be served with a subpoena to appear in court, if the defendant refuses to appear then the plaintiff may follow through with the suit by showing a preponderance of evidence against the defendant, if the plaintiff wins the case then the alien defendant's assets may be seized to pay damage claims.
(D) Sovereign members of this treaty may not be sued in absentia.

5. Treaty Members who Travel into Alien Territory
(A) Treaty members who travel into alien territory do so at their own risk and should be fully prepared to be subject to the rules and policies of the authorities of the territory. If a member commits what is considered to be a crime in alien territory, the member will have to be prepared to suffer the consequences.
(B) Of course, an individual's own property is one's sovereign territory and does not belong to the state and certainly is not considered to be under the legitimate jurisdiction of any authority that the sovereign person has not consented to accept.

6. No Extradition
(A) There is no extradition agreements with unrecognized or illegitimate governments.
(B) No alien who seeks refuge within FSUTO will be forcibly returned, unless the alien violates the laws of FSUTO member governments, and, (C) of course no person who is a member of FSUTO may be forcibly removed from FSUTO jurisdiction, except for the commission of a crime under FSUTO law and (D) under no circumstances is a member government allowed to extradite a person, who is member of FSUTO, to any alien authority.
(E) Aliens held by FSUTO member authorities may be exchanged for FSUTO members held by alien authorities.

7. Protection of Independent Aliens
(A) Any person who is an independent alien not belonging to any governmental jurisdiction or a person who is falsely claimed as a citizen by an illegitimate government or is a refugee fleeing war or persecution has the right to refuge and the full protect of FSUTO law.
All peaceful, law-abiding individuals are entitled to freedom of movement; pursuit of happiness and wellbeing; the right to defend life and property; and the right to seek safe sanctuary wherever such may be found.

(B) Alien Victims of Crimes
(aa) Aliens who are victims of crimes may file charges in an FSUTO member government that will accept alien plaintiffs; or charges may be filed in the FSUTO-Inter-Governmental Courts.
(bb) When a crime of murder or child abuse occurs against an independent alien person who is not a member of a FSUTO government and does not belong to any governmental jurisdiction or authority that will prosecute the case or has not expressed a prior preference for a governmental authority in writing, (or in the case of a child by the implied preference of the parents or guardian) then the next of kin will decide under what jurisdiction to file the charges, if no charges are filed, then any person who is a member of FSUTO may file charges on the behave of a non-member independent alien who has been the victim of murder of child abuse, the FSUTO-IGT will have the same power of search warrants, to subpoena witnesses and make arrests against non-member independent aliens, only on the charges of murder or child abuse, as against FSUTO members.

(C) Alien Litigancy
(aa) Aliens may not file litigation charges or claim damages except; aliens who travel on FSUTO jurisdiction does so with the implied contract that allows for them to sue and be sued and (bb) any alien may sign any contract with any FSUTO member and by doing so give their implied permission to sue and be sued (any FSUTO member who signs any contract with an alien becomes liable for damages if the alien refuses to appear in court or to the pay damages).

8. Illegal Occupation of Land
(A) Persons who declare and claim their sovereignty are by right free of all claims by the state or any other entity to rule over one, the sovereign individual is by right free of any intrusion by imposed and illegitimate governments and the initiation of force against an individual sovereign is a crime against that person's sovereign humanity.
(B) Sovereign individuals who are living peacefully on one's own property and are violated by an act of aggression, such as; seizure of one's property by an illegitimate government or the imposition of taxes or illegal police searches, which include the police searching one's premises with a warrant to collect evidence for a act that a person has a right to do and in fact is not a crime, or the use of violence to remove a person from one's own property or the imposition of internal regulations, that are offensive rather than defensive, on private property are all violations of the human rights of a sovereign individual.
(C) Illegitimate governments or other entities that commit these crimes are to be boycotted by all members of FSUTO and if possible they are to be blockaded and the persons who are responsible for committing these crimes are to be arrested and tried at the first opportunity for arrest. Treaty authorities have a duty to defend sovereign's lives and property and if a sovereign's property is under siege by the political state then treaty authorities should take action to defend that property either directly or by seizing the property or assets belonging to the state.

9. Restrictions against Travel
(A) Sovereign individuals who are restricted to their own property by a surrounding alien entity, which by the way, is the right of the alien entity to control access to their own property, must not have one's sovereign property violated and the alien entity must not deny the right of the sovereign property owner to provide one's self with sustenance, i.e. food & water. Alien entities who choose to restrict access to their property by free sovereigns will suffer the same conditions. The alien entity will be boycotted and if possible blockaded under the same conditions the the alien entity imposes on the sovereign property owner, however, as long as the alien entity doesn't violate the sovereignty of the property owner, the persons of the alien entity will not be arrested by any member of FSUTO or be subject to criminal prosecution, as long as the sovereign property owner, who has not committed any real crime, does not suffer violence or seizure of property by the entity. But, the alien entity must allow other people to provide humanitarian aid, i.e. food, water, medical care, supplies and protection against the elements, to the sovereign property owner, failure to do this will result in the members of FSUTO or other sovereign governments using force to deliver humanitarian aid.
(B) Alien entities who choose to deny the sovereign the liberty to leave one's property and travel to the jurisdiction of another free sovereign, will themselves be denied the privilege of traveling in FSUTO and if the alien entity arrests or commits violence against the free sovereign without provocation, then the aliens who do this or give the orders will be arrested and prosecuted to the full extent of the law at the first opportunity.
(C) (aa) Eavesdropping and other violations of the privacy of sovereigns as well as psychological warfare tactics, blaring loud noises or any type of harassment of a sovereign private property owner is forbidden and criminal.
(bb) Alien entities who engage in these tactics will suffer the same things themselves.

10. Restrictions against Trade
(A) Alien entities may put up any barriers they want and search or seize goods on their own property, at their borders, but any attempt to restrict trade between free sovereign persons or properties, in which the transport of the trade goods, is entirely on the property of other consenting free sovereigns is a criminal violation of sovereign rights and those responsible will be boycotted and blockaded and arrested and brought to justice at the first opportunity.
(B) Alien entities will be held liable for illegal confiscation or damage to trade goods by having their trade goods seized at the first opportunity.

11. Transportation
(A) Alien entities may control transportation on their own property, but any attempt by an alien entity to regulate or interfere with transportation on sovereign's property will not be tolerated.
(B) Any attempt by an alien entity to obstruct, seize or force to stop a ship or airplane is an act of piracy.

12. Communication
(A) Because political states have illegally confiscated and hoarded bandwidths and censored broadcasts and used stolen money to purchase the resources and have stolen the resources themselves, that all claim of ownership on bandwidths by states or persons or entities that the states have assigned proprietorship to though illegal means, is declared illegal and is null and void and that measures must be taken to end the state's illegal occupation of these bandwidths.
(B) Interference
The jamming or other interference, by an alien entity, against sovereign's communications of bandwidths sold on the open market will result in the alien entity's communications being jammed.
(C) Censorship
While alien entities have the authority to sensor their own subject's communications, any attempt to impose censorship on free and open communications by individual sovereigns will result in the alien entity's communications being jammed and person's who belong to alien entity's that do this will be restricted from using sovereign's communications, and person working for the alien entity who are responsible will be arrested and prosecuted at the first opportunity.

13. Violation of Privacy
Spying and Eavesdropping
(A) Alien entities' that invade sovereign's privacy, their business, communications or records, will be considered as having given consent to have any of their business and communications open to interceptions and their private records open to anyone who can gain access.
(B) Alien persons caught spying on FSUTO member persons, entities or governments will be prosecuted under the jurisdiction in which the crimes occurred.

14. Taxes
(A) Any attempt by an alien entity to impose any tax or to invade the privacy of or use aggression against an individual sovereign in order to collect extortion in the form of taxes will be blockaded if possible and the alien entity's property, trade goods and assets will be seized if possible and persons who are culpable in the criminal actions of the alien entity will be arrested and prosecuted at the first opportunity.
(B) States do not have the authority to tax sovereign's resources or to tax persons or entities which use sovereign's resources, taxation is the theft of those resources and those members who are responsible for handing over sovereign's resources in the form of taxation will be sued and the state will face police action to recover those resources.

15. Property Unlawfully Confiscated by the State
(A) Persons and entities who support the state's police who seize the property of innocent people who have not been convicted a real crime according to FSUTO standards and the universal understanding of natural law or persons or entities who traffic in such stolen property may be sued for trafficking in said stolen property and those who have bought said property may be sued for receiving the stolen property, if they have signed contracts with FSUTO members; anyone knowingly bringing such stolen property into FSUTO jurisdiction will be subject to criminal arrest for knowingly trafficking in that stolen property.
(B) The said property will then be returned to its rightful owner(s) or fines collected will be given the the rightful owner(s) as recompense.
(C) Only the victim who has had one's property unlawfully confiscated may file criminal charges or a law suit, if no such complaints have been filed then it is lawful to traffic in property confiscated by the state, however if the victim chooses to file a complaint later (but within the term of limitations) the one trafficking in said property will be liable for returning the property to it's rightful owner or face criminal or litigation challenges, if the trafficker returns the property to it's rightful owner promptly and with no charge for delivery after receiving a notice to do so, then the trafficker can not face any criminal or litigation charges.

16. Patents, Trademarks and Copyrights
(A) There is no intellectual property treaty contract with aliens, if aliens want their claims to intellectual property respected, then they must sign the FSUTO-Free Enterprise Treaty and the FSUTO-Intellectual Property Treaty. These are the treaty agreement whereby all signatories agree to respect each other's rights and entitlements claims. Otherwise any person or entity may utilize the knowledge of inventions, trademarks and intellectual and artistic works, privately or by sharing or trading them in organized economies.
(B) No one may use alien's intellectual property within alien economies, because this would mean misusing the alien's own resources in violation of their own intellectual property contracts, any person that engages in alien organized economies are subject to their contractual laws and penalties for violating them, however these alien contracts don't apply to persons who have not signed them and are not participating in their economy and if aliens want to restrict the use of knowledge of their intellectual works within other organized economies, then they will have to sign a treaty contract with them.

17. Public Safety
(A) Threats to public safety by alien entities must be dealt with in a defensive way. If an alien entity should engage in an activity that is a direct threat to sovereign persons on their own property and the alien entity refuses a sovereign's pleas to inspect or alter the activity so as to remove the danger, then the sovereign may take defensive action through the APTreaty Organization to protect oneself against the hazardous activity. The APT will work in conjunction with the IGT & PST to, if possible, blockade the alien entity or construct defensive barriers or safety devices around the hazardous area.
(B) Transportation Hazards
(aa) Airplanes that appear to be unsafe should be inspected and made safe by the owners, if the owners refuse to do this, then sovereigns who's air space the plans fly through, may file a complaint with the alien authority asking them to inspect and repair the planes, if the alien authority refuses their pleas, then the person may appeal to the APT.
(bb) Airplanes that are believed to be unsafe may be denied access to sovereign's air space.
(cc) Transports that are carrying hazardous materials should be handled in a like manner, however, it may be necessary to block the passage of transports carrying very dangerous materials, if it is believed that the transport has not taken adequate safety measures or is traveling in a reckless manner.
(C) Hazardous Buildings
If a sovereign believes that an alien neighbor owns or is constructing a building in a manner that is unsafe and poses a real and direct threat to one's safety or property, then the sovereign may file a complaint with the owner or alien authority over the property to get an inspection and make the building reasonably safe, if the person's pleas are refused, then the person may appeal to the APT.
(D) Hazardous Industries
Should potentially hazardous industries, such as; energy plants, chemical or resource processing facilities or waste disposal areas pose a direct threat to sovereign's safety, then the person may take the same action as described above and below through the APT.
(E) Fire Hazards
Should alien property owners pose a fire hazard that threatens sovereigns safety or property, then the above and below prescribed procedures should be followed and in addition fire fighting equipment may be called on to spray the fire hazard with water or chemicals to prevent the start or spread of fire.

(F) Spreading Disease
Should alien entities allow conditions on their property to become a breeding ground for disease or disease carrying vermin, in a way that threatens sovereigns, then the prescribed procedure should be followed and in addition, medical personnel may be needed to treat the area with chemicals;
(e.g., pesticides, herbicides, drugs) that kill the vermin or the pathogens or prevent their spread.

(G) If the alien owner of a building or industrial facility were to refuse to comply, then since force cannot be used against non-criminals, the neighbors can legally have the property blockaded, that means that no transports or supplies would be allowed in or out and if possible the electricity and water would be turned off to that property, this will prevent construction (no police force is necessary) until the owner agrees to allow inspection and comply with the recommended building or industrial safety measures. Other hazards may be dealt with in a like manner, by cutting off the supply of resources, energy or denying the alien the ability to threaten the neighbors.

18. Environment
(A) Aliens who harm the environment, habitats or harm or kill flora or fauna belonging to sovereigns, well first be asked to stop and if they refuse, then they will be sued with their assets being seized to pay for damages, if this is not possible, then the aliens may be blockaded if possible or if the harm is serious enough, force may have to be used to stop it.

(B) Pollution
Alien entities that pollute the property or endanger the health of sovereigns will be asked to stop or alter their practices, if they refuse, then they may be sued and their assets seized to pay damages, if this is possible, if it's not, then if the pollution is severe enough, they may be blockaded, if possible or measures may be taken to halt the pollution before it reaches sovereign's property, if this is possible. If the pollution is life threatening or is killing flora and fauna on sovereign's property to the degree that it endangers the livelihood of sovereigns, and the aliens refuse to alter their practice, then force may have to be used to stop the pollution.
(C) Noise
Aliens who continually make loud and annoying noise unnecessarily will first be asked to stop and if they refuse, they may be sued with their assets being frozen until the noise pollution stops, if this is possible.
Example; if your next-door neighbor decides to operate his own woodworking shop in his garage and his power saws make constant noise day and night; if he ignores your complaints; then you may file a law suit. The thing is that all law must be defensive and no force can be used by anyone including the police except in criminal cases. This example is not a criminal case, it is non-malicious trespass, that is a personal litigation case. In this case the police can't break in and arrest him. The neighbors instead will sue him and if he still refuses to quit making noise then all of the neighbors can claim damages up to an amount that satisfy them, meaning that if he intends to make noise, then he has to pay his neighbors for the license to do so. However since this would be very expensive it would be easier for him to either use hand saws, put a muffler on the power saws or build a sound proof workshop. No one can stop him from doing what he wants on his on property. How he complies with the order to stop making noise is strictly up to him. The law suit is to stop the noise, it can not be to stop him for operating a woodworking shop on his own property.
If he refuses to answer the suit then he will be boycotted and blockaded by the FSUTO and all of its member entities, that would result in the electricity being shut off and no supplies being delivered.

19. Penalties
(A) The privilege of aliens being allowed to travel and do business on sovereign's property depends on the aliens fully respecting sovereign's rights and laws and not supporting the criminal activities of political states.
(B) Aliens will justly suffer the same things that they perpetrate against sovereign persons. Those aliens who restrict travel by sovereigns on their property, will themselves be restricted to the same degree on sovereign's property; aliens who interfere with or sensor communications, will themselves be denied access to sovereign's communications; aliens who restrict trade, will be restricted from trading with Sovereign's, aliens or their governments who spy on sovereign's, will be spied on also; alien governments who try to impose tax extortion on sovereigns, will have their trade goods and assets seized at the first opportunity; aliens who don't respect intellectual property entitlements, will not have their claims on intellectual property respected; aliens who threaten the safety of sovereigns, will, if possible, be sued or blockaded; any criminal act by an alien or their government will result in their eventual arrest and prosecution at the first opportunity and any act of aggression against the lives or rights of sovereign humanity by aliens or their governments will result in their destruction.
(C) Aliens and their criminal cartel governments must be made to learn that civilized human beings form and operate legitimate governments by mutual consent, that the only way that a just society can function is by respecting the equal rights of individual sovereignty and that all associations must be entered into voluntarily. They must learn to respect the person and property of others if they are to be respected themselves. They must learn to live and let live in peace, or they will die in the destruction that they have wrot.

20. None Interference in Foreign Affairs
Aliens who have not signed a FSUTO treaty and are not within FSUTO jurisdiction are not accorded any FSUTO protection whatsoever, they will be regarded as living under no government at all and anyone may attack them, steal their property or kill them with impunity, it is only the responsibility of FSUTO and it's members to maintain law and order within FSUTO jurisdiction, FSUTO has no responsibility to interfere in foreign affairs.


II. Joint Diplomacy

1. (A) Joint Diplomatic Organization: headed by - Superviser
Chief Executive Officer - General Ambassader
Administrative Executive - Superintendent
Multiple Missions - Ambassaders
Roving Diplomats

(B) The Superviser and General Ambassader will be chosen by a vote of the member sovereign's detailed in Voting. The executives will appoint the Superintendent and will nominate the Ambassaders which have to be confirmed by the Diplomatic Council. Official diplomats will be selected by the executives or the ambassaders.

(C) Diplomatic Council
The Council is composed of one representative from each sovereignty; it only has the power to confirm nominees, it is a council who acts in an advisory capacity to help shape policy and to better insure the protection of the members sovereignty and interests.

(D) Ambassadors
(aa) One ambassader will be appointed to a mission to each large political entity with which we have dealings, these may include; nation-states, alien treaty organizations, the United Nations, large international political organizations and non-state alien governments.  
(bb) Ambassaders may not be granted immunity from prosecution if said person directly participates in committing a crime; i.e. terrorism, espionage or other felonies against individuals, however, the ambassader may be granted immunity from prosecution for one's association with the entity that person represents should the entity commit criminal actions. (cc) FSUTO will accept the same conditions for its ambassaders.

(E) Embassies
An embassy may be established in a political entity's territory on the conditions that; (aa) FSUTO will establish relations with an entity with the understanding that it is in own mutual interest to do to improve relations, avoid conflict and serve the human condition, (bb) FSUTO will not recognize the legitimacy of political-states, however may recognize a treaty organization (if it meets the requirements of compliance) as legitimate, formed between FSUTO and the alien entity, and upon this, the embassy may be established.
(cc) The embassy will be considered the territory of the respective member's government, the member will have full jurisdiction over it and their own laws will apply on that property as long as the embassy is not used as a base of military operations or espionage.  
(dd) Embassies may offer asylum to people who come to the embassy seeking it for political reasons.

(F) Consulates
(aa) Consulates may be established within states in large cities or areas where there are a significant number of FSUTO members living, doing business or frequently visiting.
(bb) Consuls
[aaa] Consuls will serve as an aid to FSUTO members in alien territory, and will handle complaints, give advise, and will provide information about business affairs, travel and currency transfers.
[bbb] In particular, the consul will provide help to FSUTO members who are having trouble with the authorities in that territory, will help provide assistance to find legal council, and negotiate to get the release of our people held prisoner by aliens or to get a plea bargain or to get the trial moved to a neutral court or to arrange an exchange of our people held by them for their people.
[ccc] Consuls will provide information to alien persons who wish to know more about FSUTO or any of it's member governments.
[ddd] Councils have the authority to help people to become a civilzen of any FSUTO member government and to sign up nominees to FSUTO membership.

(G) Roving Diplomats
(aa) A diplomat does not necessarily need an embassy to go on a mission to an alien entity or to maintain relations. (bb) A diplomat may be sent on a mission even if the isn't a reciprocal diplomat sent to FSUTO and without an agreement between FSUTO and the alien entity. (cc) A roving diplomat may carry messages or negotiate with the alien entity. (dd) Diplomats, both ours and theirs, will be considered as working under a truce and will be immune from arrest as long as one acts in a diplomatic manner and doesn't engage in direct criminal action.
(ee) One diplomat may be appointed to each smaller political entity with which we have dealings, these may include; smaller international political organizations, international political parties, non-governmental organizations and nations separate from states.

2. Treaties with Alien Entities
(A) A sovereign may sign any treaty with an alien entity as long as the treaty doesn't violate or compromise any existing FSUTO treaty or infringe upon the sovereign status or weaken the security of any FSUTO member
(B) A member may not sign a treaty that in any way strengthens, supports or aids the state or recognizes the state as legitimate.
(C) A member may not sign a mutual defense treaty with any alien entity, in order for such a treaty to be acceptable, the member any alien entity must sign the FSUTO:SUDAPT or PADOHR treaties. 

3. The Foreign Policy Treaty is be managed and administered directly by the FSUTO Joint- Governmental Organization and is under the authority of the Joint-Governmental Treaty.
