PADOHR is an organization of FSUTO members and SCOLAR members, including citizens of states and other non-FSUTO members, who have joined together to provide mutual defense at mainly two levels; at a smaller community level along with community police and at a universal level to provide defense to all people everywhere who are being victimized by any type of organized violence.
The conduct and procedures of PADOHR are regulated by the OFCG and FSUTO-SUDAPT and involve defensive actions for people who are being actively attacked by organized violence. The goal is to firstly maintain or restore peace and seek other channels for settling any dispute. If an organized gang has laid siege to private property without a justifiable cause, as recognized by natural law, then we have a duty to defend those people against that aggression. Our first goal will be to stop the violence and negotiate with the perpetrators to find another solution and at the same time we have a duty to get those people out of harms way to a place of safety. If a property needs to be defended in the absence of innocent people living on it and if it is strategically realistic and justifiable then we will defend that property, but our primary goal is getting people who are in danger to a place of safety and not provoking or participating in violence that will lead to greater suffering or death on the part of innocent people. We will try to isolate the conflict between our forces and the enemy and restrict any violence to an area where the violence is concentrated between both sides against each other to settle any issue.

We hereby declare our intention to organize a human rights defense force to secure peace and protect innocent people. We desire to take on the responsibility to go anywhere in the world to defend human rights and serve the cause of peace and to deliver humanitarian aid. Since the nationalists are afraid to do this and can't be counted on and are not neutral so they can't be trusted, they lie and use hegemony to serve their own nationalist interests to the detriment of others. We will be a neutral organization who will not favor or discriminate against any nation of people (as different form the nation-state) or their religion, race or other distinction. We will not turn one group against the other or use humanitarian aid as a cover for armed aggression or to use it to begin selling military weapons to any side in a war, as states' military suppliers do in exploiting wars for their own profit.
   We will organize and train in Dienforcade and will be ready and willing to go anywhere in the world that we are needed at any time. Since militaries are cowardly the citizens are afraid of their soldiers dying, we will take their place. We will volunteer, truly volunteer, placing no obligation on anyone else, so citizens will also save tax money. We will earn our money as explained in the Librademian Revenue System.
   As we have had our money stolen to purchase weapons of war and other military supplies we demand to have access to use our property in training and performing our duty to humanity. Militaries commonly allow other soldiers from other countries to train and use their technology, we need to have access to train with these high technology weapons systems and to use other resources and we will pay for the maintenance of them, and of course we will pay for anyone who works for us; as explained in Librademian Revenue System.
   Citizens of nations claim that they want peace and want to uphold human rights and doesn't want war, then let them prove it by joining or supporting those who will actually serve those goals. Citizens and former members of the military are welcome to join if they can prove their responsibility, loyalty, courage and ability to do their duty to humanity and totally disregard any loyalty for the criminal cartel of the nation-state which has no place in legitimate government or security services.
   Throughout history, even when a state claims to intervene on the side of human rights, it leads to increased warfare and usually to imperialism by the winning side. Citizens of those states in the past and in the present have a duty to humanity to refuse to participate in their state's war against humanity and instead organize, as much as is possible, to form neutral forces and humanitarian aid groups to help stop the war and help people in distress as much as possible. Politicians and military leaders as diabolical as they are need to realize the evil that is done by using military terrorist actions. They need to have the human decency to rise above their own selfish desire for power and support those who want to create a neutral world police-defense force, because only a neutral force that is the most powerful defense force in the world will be able to stop wars, enforce human rights law and punish the war criminals.
   We will go into those places in crisis and have a better chance of securing peace and ending war because of our neutrality. Any time a state or alliance of states gets involved in any conflict they have their own interests to serve and will often take one side against another. We are completely neutral, we have no alliances with states and are against all sides waging a war and we're only on the side of innocent people and peace.
