SCOLAR Community Security

Community security is the partner of community government.
For individuals to enjoy the opportunity to exercise their rights they need to take responsibility for their own security. When people surrender that responsibility to the state, the political rulers hire their thugs to enforce their will on the people, the state does not defend your rights, their police and military are at war against your freedom and they will continue to rob and enslave people as long as people continue to collaborate with them in usurping the authority of government from sovereign individuals.
   OFCG wants to develop a partnership with members of SCOLAR to form community security organizations to secure and defend the right of individuals to govern themselves.
We want to encourage, recruit and train people in security services so that they may be better able to serve their communities in policing, emergency services and defense.

Currently in the United States there are about three times more private police than public political police. We want to encourage those police officers and emergency personnel who work for the state to seek ways of serving and protecting their communities without the armed robbery of taxation and without committing crimes against human rights by arresting, killing or imprisoning people for doing things that they have a right to do, though the state prohibits it. We hope that police and emergency service personnel and those who want to defend their country are sincere in really wanting to uphold and defend individual human rights. If they are, then surely they don't want to rob their own family and neighbors and threaten to murder them if they fail to obey the illegitimate authority of political mobsters. If they are sincerely committed to protecting human rights, then let them prove it by joining with their neighbors and committing themselves to SCOLAR and to Community Security.

   We will work together with SCOLAR members in community security service by providing FSUTO member security service personnel and resources and by so doing agree to cooperate in the use of security personnel and resources of those members who are citizens of states and wish to allow SCOLAR members to use state security resources and pay for them as described in Paying Your Own Way. In this way resources which have been purchased by the state through extortion can be used for real public service and protection of human rights with those providing the services paying the cost of their use, thereby alleviating the burden of taxpayers to have to pay for their maintenance and the salaries of personnel.

SCOLAR will negotiate with states to get them to agree to reduce taxes or stop taxing people who are responsibly policing themselves and providing the positive externalities of security to their neighbors in providing public police for the area who will provide their service to anyone who voluntarily seeks it. In addition SCOLAR will negotiate to get the people working for the state to agree to work part time with SCOLAR, with the agreement that those people will give back the proportion of their salary that is being extorted from people who are now providing their own security services. The people who agree to this will then work part time for SCOLAR and will be compensated with pay from the Libercratic Revenue System as described in the Librademian Revenue System.
   In addition, we will ourselves purchase new resources to aid in community policing which will eliminate the excuse of robbing innocent people to falsely claim to protect their security.

It is hoped that when the people and the politicians realize the morality and justice of our security services and when they realize the immorality and injustice of the state imposed protection racket they will take steps to change their system to allow people to use those resources which have been held by the state to be freed up so that people, including people who work for the state, can provide voluntary security services. As more people who are working for the political police join SCOLAR in community policing, more and more of the work that was done through extortion will be provided voluntarily and eventually there will be the moral peer pressure exerted on other political police to stop the armed aggression and begin truly serving their communities. Whole city police departments should change over to free market operations. Once this happens there will never again be any excuse for the police to extort money from people and force them to accept a so called service that is imposed on them while denying them their ability to police themselves effectively.

Unlike the political police who only guarantee to rob people through taxation and use it to violate their rights, our police will guarantee to provide security to the whole community, not just the people who are members of FSUTO and SCOLAR, but to the surrounding neighbors who will enjoy the positive externalities of responsible people policing themselves.
   We will contract to provide all security service, police, defense and emergency services, for an area, thereby alleviating any need for political police and emergency services operated by politicians and funded through taxation. Instead we will pay for the entire security of an area, including providing those services to people who have no security insurance and are not members of SCOLAR if they request that service.
   In addition to professionals, we will train civilians in security service for their own neighborhoods and businesses.
   Most policing in our civilization will be conducted through surveillance, with video, audio, infra-red, motion detectors and other technology that will be set up in public spaces to only watch those public areas at all times. Of course, we are not allowed to watch private property without the owner's permission. But it is likely that many private property owners will have similar security systems that will be linked to a larger control center that may be operated either by a private security firm or by the public police.

To be effective in getting justice and gaining cooperation from people who are working for the state is is essential that public police, including state personnel working for SCOLAR, secure prior agreements and cooperation from other state officials who would otherwise obstruct justice to get them to agree that when a suspect is arrested the proper procedure will be followed; as described in the FSUTO-Inter-Governmental Treaty. The public police must have a prior understanding that the suspect will be processed by allowing the victim to be the prosecutor and that the court will be completely neutral with a judge and jury of volunteers who have no stake in either side. And most importantly that all the participants agree that the ultimate goal of the justice system is full restitution; that the court will always demand that the convict (or the losing side of a litigation case) will pay restitution including paying the police for their work, paying the attorneys, judge, jury and other court officials and that the convict must pay for one's own incarceration and of course paying full restitution to the victim.
   To assure that this is carried out all persons participating in SCOLAR security service and the justice system must have full contract insurance so that persons who work for the state that participates in the justice system who obstructs justice will be punished and made to pay restitution themselves.

Libercratic community security authorities must get the local political police, DA's office and judges to agree to donate a share of their pay from taxes to a community fund in return for the pay they will receive from insurance companies and from the convict's bill, and that the prosecutor, judge and jury must agree ahead of time that the suspect will be made to pay restitution to the victim as well as the bill to the court and police.
