Section I
1.
The individual or entity who signs SCOLAR sincerely pledges to do everything that is within one's power to live freely and responsibility and to respect the freedom and responsibility of other people. The individual agrees, to whatever extent is realistically available to one, to join together with other members, associates or other persons outside of this document who are committed to consensual associations to; govern themselves, organize and regulate their own economic activities, protect the environment, provide their own security services, respect human rights, secure social justice and to provide any other needed services in a way that is voluntary and doesn't involve coercion, force or theft and does not directly support the state and doesn't accept state intervention or support.

2. The function of the OFCG is to coordinate and give direction to the many independent self-governments who are its members. The OFCG governs the interactions between these governments, but it does not make law itself, its mission is to help to administer and enforce the laws and regulations of the various self-governments. The OFCG welcomes the cooperation of any and all forms of free, voluntary governments. The OFCG wants to form a bridge of cooperation between the sovereign governments of FSUTO and those self-governments formed by persons who are citizens of political states. OFCG will encourage and aid anyone aspiring to form a free government and by dong so exercise their sovereignty and ability to take responsibility for their on lives, or if they so wish, to merely form an organization to solve limited problems or provide limited services.
In organizing together with others it is possible to provide any and all governmental functions; including, police, defense, regulation, education and other services, if not through a community government, then through a larger government that operates as a corporation to provide a full range of services to its customers through its franchises or through client organizations such as the community associations or private service organizations.

3. The SCOLAR-OFCG is dedicated to organizing and unifying all people who aspire to live in a world of freedom where human rights are respected.
The mission of OFCG is to lead other political movements on the straight and narrow path of serving basic human rights with the ultimate goal being universal liberation from political states for all people, to be replaced with legitimate, responsible free self-government by sovereign individuals through mutual consent contracts, and to accomplish these goals we have enumerated the means, procedures and provisions to be followed, herein.
To accomplish these goals we are willing to work with any political group, party or movement that pledges to support the provisions of this document.

4. The SCOLAR-OFCG is an independent political organization that is not bound to any political state and is not subject to any regulation of any state. It essentially exists between its members who have sovereign control over their own minds and for this reason are free to organize and associate as sovereign individuals who govern their own interactions through mutual consent.
The OFCG is headquartered in cyberspace, it is a virtual organization, as well as an organization of the world, that is everywhere and nowhere, so any attempt by political states to suppress it is futile.
SCOLAR associations with persons and entities who are under the regulation of the state will be on the terms listed herein.

5. SCOLAR is under the legal jurisdiction of the FSUTO-IGT of which all OFCG directers fully respect and serve. OFCG Directers must be FSUTO members
OFCG Directers and other FSUTO members or non-members may, campaign and vote for the election of persons who are signateries of the Libercratic Coalition Contract which is working within the states' political system under the strict terms of the Libercratic Party Contract or they may serve in the state's political office themselves.
SCOLAR associates may not not hold any official office or have any real authority in SCOLAR or OFCG and they are bound by the SCOLAR contract only with FSUTO and SCOLAR organized spaces.
All SCOLAR signatories may themselves spend their own money to support political parties, campaigns, lobbying efforts, they may work to persuade political parties and candidates in direction that serve SCOLAR interests and they may lobby the state and any of its departments, agencies, offices or officials to perform any action which serves the provisions of this contract and is consistent with FSUTO Treaty law, they may subsidize political movements and they may campaign for and hold political office themselves, but only under the strict terms of this contract and the Libercratic Party Contract. If a SCOLAR member or associate should be elected to a political office of a state, it must be clearly understood that the people who voted this person into office is voting for a person who pledges to serve human rights above all else and will serve and defend basic human rights freedom against all enemies, including and specifically the political state itself.

6. SCOLAR members are individuals, political parties and other entities who sign this contract and are fully bound by it and FSUTO law in all of the activities whether within SCOLAR operations or outside of it. That are accountable for any transgression against the provisions of the contract committed at any time and any where. These FSUTO treaties are applicable to this contract. IGT, HRT, EPT.

7. SCOLAR associates are individuals, political parties and other entities who agree to abide by certain provisions of this contract. Associates are accountable only for their actions while within the confines of the SCOLAR and any of it operational activities. These FSUTO treaties are applicable to this contract within SCOLAR jurisdiction. IGT, HRT.


II. Member Governmental Organizations

1. Community Governments

2. Supreme Governments - e.g. Librademia
Governments that are sovereign by the authority of the sovereign individuals who form them and are totally independent of any other governmental power.

3. Civil Governments - e.g. Poliverium
Non-sovereign, but often autonomous governments usually formed within the jurisdiction of supreme governments. Their main function is to provide civil services, such as; social aid, education, utilities, regulation, currency and other services.

4. Economic Governments
Are private organizations that regulate economies, industries and services in a voluntary manner. They provide banking, currency, utilities, consumer protection and information, they set standards, negotiate employer-labor relations as well as other services.

5. Government of Independent Persons
Persons who are neither citizens of a state or civilzens of a supreme government may organize themselves within the Government of Independent Persons. By doing so, they, as sovereigns will continue to govern their own affairs, but through GIP they will be able to extend their interactions to those people who are members of the other free governments. They will be able to engage in business with many more people and have access to more opportunities and resources.
They will have access to many public spaces and services.
By forming their own government they will have legal protection from the trespasses or conflicts with people of other governments and by the same token, people of other governments will be protected from the trespasses of independent sovereigns. If a person in the GIP were to commit a crime or be involved in a dispute with a person of another government, because the independent person is a member of a government that is a signatory to this contract and because the requirement for membership is having contract insurance, any person from a different government will have the ability to settle disputes and seek justice in matters relating to independent sovereigns.

6. Governmental Organization for Contracts and Treaties - GOCAT
An organization whose work is to formally organize various public and private contracts and treaties, which may originate with member governments or may be created by private persons or entities. When these contracts or treaties are certified by GOCAT they will become codified law and will be enforced as is governmental law. Of course, any contracts or treaties brought before GOCAT must be consistent with the SCOLAR-OFCG contract and must carry with it full contract insurance protection.

7. Community Associations
Various organized community associations, co-housing, cooperatives, neighborhood committees or associations, town committees and other contractual community organizations known by other names but comprising consenting property owners or other members under a voluntary contract. This includes community developments under deed restrictions offered freely by the developers and accepted voluntarily by property buyers without external political coercion.

8. Proprietary Communities
Community, neighborhood, condominium or other developments wholly owned by a private person, partnership, corporation, cooperative or other entity.


III. OFCG Leadership

1. All administrative positions and offices of the OFCG must be filled by members and all responsibility for the actions of the OFCG rest solely with the members and intimately with the directers and they will be held legally responsible for all actions of the OFCG.

2. OFCG members who are not FSUTO members will be held responsible according to their contractual commitments, they may not be held liable for any criminal activity or tort committed outside of FSUTO or OFCG jurisdiction since they are not FSUTO members, however as they are signatories to this contract they will be held liable in OFCG litigation courts for any transgressions against the contract.
OFCG members may fill any position or perform any job that is under the direct responsibility and guidance of a Directer, these functions may either be as a full-time or part-time employee who receives pay or it may be as a volunteer.

3. OFCG associates who violate their provisions may be sued in a OFCG court.
Associates may may do anything they want that they believe serves the OFCG and its causes as long as its consistent with SCOLAR provisions and they don't misrepresented themselves or the OFCG. If an associate is performing a function that is consistent with this contract and FSUTO law, then that associate may represent the OFCG and use OFCG resources in its performance. But if an associate does things that are inconsistent with this contract or is in violation of any FSUTO treaty or its laws, then that person must disassociate oneself from OFCG and may not use any OFCG resources in the performance of this illicit action. Since associates are not bound by FSUTO law or OFCG provisions outside its jurisdiction and may not be prosecuted, any directer that knowingly allows an associate or any other person to use FSUTO resources or represent OFCG in any way that violates this contract or FSUTO law will be held liable.
Persons who are citizens of political states use OFCG resources, advice and information at their own risk. FSUTO and the OFCG only protects its own civilzens or members.
OFCG members and associates who are not FSUTO treaty members will receive the protection that they themselves seek from its member governments.

4. OFCG Governing Organization

5. OFCG Council
A council to the Committees, to the Directers and Superviser, The Council is composed of a proportional number of members from each of the member governments with proportional representatives from each member organization within the respective governments; it acts in an advisory capacity to help shape policy and to better serve the people's interests.

6. OFCG Courts
Has the authority to settle any conflicts between member government's laws or regulations and to settle disputes between individuals and entities.
Judges will be nominated by the OFCG Superviser subject to review by the directers and confirmed by the council.

8. Committees - Managers, head each Committee and are to be chosen by being nominated by the Superviser and confirmed by the Board of Directers. The Council may remove a Manager for malfeasance, incompetence or a violation of SCOLAR-OFCG provisions by a 2/3 majority vote.

Section IV

1. We are dedicated to the eventual abolition of all political states to be replaced with legitimate, responsible free self government by sovereign individuals through mutual consent contracts and to accomplish these goals we have enumerated the means, procedures and provisions to be followed, herein.

2. The sovereignty of the individual is a manifestation of the self evident reality that life owns and controls itself and with the existence of the free will, that the individual owns one's life, body, mind and what one can produce to trade freely with others to acquire property through voluntary transaction. Individual sovereignty is expressed and governed by the free will, that the individual has the inalienable right to govern one's interactions with other people through mutual consent and that all association's including all forms of governments are entered into voluntarily.
Citizens of a state initiate force against millions of people constantly through their direct support of the state and its war on human rights. While it is advisable for all persons to renounce citizenship and allegiance to the state, there are various reasons why people choose to remain state citizens, such as; the need to be a citizen in order to get a job so as to provide for their family. Signatories who are citizens of a state agree to deny the state as much support and service as is within the reasonable power of the individual to deny and, most importantly, citizens of states who sign this contract pledge to not work for the state and never directly support or take part in war or any similar attack on human rights, including, the state's violation or suppression of free speech, political dissent, freedom of religion, national or cultural expressions or the rights, identity, roles and associations of the sexes and the inviolable integrity of the family. These citizen signatories also agree to cooperate to the fullest extent, of which they are capable, with other SCOLAR signatories, authorities and organizations to realize the goals of SCOLAR.

3. Oath
I pledge to respect the sovereignty of the individual to live freely and to govern one's interactions with others through mutual consent and the inviolable right to the ownership of one's self and all property acquired through voluntary trade and to respect personal privacy. I furthermore pledge; to live as a sovereign individual, freely and responsibly, and as such realize that one is fully accountable to others for one's actions that transgress on the rights of others.
I pledge that I will not initiate force against another human being. I will not support, promote or advocate any action or policy that threatens or violates the sovereignty of the individual, one's human rights or in any way infringes upon individual freedom. 

4. This contract is a binding agreement between its signatories.
Members are bound to those enumerated provisions by placing themselves within the authority of FSUTO and its member governments and by having contract insurance.
Associates are bound only to those enumerated provisions at the time when they are within the operational structure of the OFCG and by having contract insurance.

5. Renegotiation, Alternative Contracts and Amendments
This contract may be signed as is; or, it may be re-negotiated by individuals, entities or governments so as to satisfy themselves. Any re-negotiated contract will have to be consistent with the nature and intent of the most important provisions of SCOLAR and reconciled with this original document to be coordinated through GOCAT.

6. Any individual, entity or government is welcome to offer their own contracts written under their own terms to GOCAT to be either reconciled, re-negotiated or to agree to work together in limited ways according to those limited provisions that are in agreement.

7. Amendments to the original SCOLAR-OFCG document will have to be made by at least 10% of the members signing a petition to call for a re-negotiation to amend, and then followed by a 66% majority vote of all members who choose to vote in favor of any prospective amendments.
