We must recruit, organize and develop local community associations under a Libercratic social contract. The Libertocracy Association supports many different strategies for political action and social change, a primary strategy is the organization of local neighborhoods into formal contractual organizations committed to living within a libertarian/Libercratic private consensual government. We need to began developing the networks of people at a local level to build a power base that will create necessary institutions and services through the free market to replace the state. When neighbors organize themselves under a social contract where they agree to respect each other's personal and property rights they can join together as a bloc of voters and consumers to affect serious change in their city and country. They can deal more effectively with the municipality, school boards, the police and lobby for liberalizing reforms. As a bloc of consumers they can boycott businesses in their community that supports taxing the Internet or that supports invasive regulations or other statist policies. When a group of angry citizens shows up every day to protest a company for their lobbying for a net taxes, it can have a major impact on their policy. If libertarian neighborhood associations across the country were to join together in a political and economic network we could become a powerful political lobbying group that can began driving policy decisions.
   As a network of consumers we can offer to negotiate with corporations as well as local small businesses to demand that they support political policies that respect individual freedom, while protesting and boycotting those companies that support policies that violate individual and property rights. This contractual organization would be enforced through contract insurance, for local businesses that would mean that neighborhoods would join together to deliver an ultimatum to businesses in their community, either you support total individual freedom and oppose the state or we will take our business to those companies that do. Companies would be required to sign a contract that would prohibit them from ever lobbying or in anyway supporting any statute, regulation or policy that infringes upon individual freedom. Businesses that violate their contract would be sued in a private court which would have the authority to seize the assets of that company. A neutral trustee that all parties choose would have access to all signatories assets as assurance that enforces Libercratic law, for that reason we have no use for the state's courts or police to create or enforce our laws. Through contract insurance we can guarantee that our members will respect the rights of others and create certain rules that everyone can count on, unlike the ever changing zoning codes and industry regulations that lead special interest groups to constantly lobby to protect themselves and impose damaging regulations on their opponents. 
   Community associations can foster closer ties within the neighborhood that can more effectively spread the positive libertarian memes that can infect others. A local network of community associations can join together to build their own schools to educate their children in their own values and offer that opportunity to nonmember children as well.
   By building networking partnerships between neighborhood associations around the city and linking them up with larger regional, national and international community association organizations, the members can create the institutions necessary to provide all of the services currently imposed by the state and do even more, all without taxes. Through the organizational power of community associations we can totally eliminate nation-states and transform the concept of government from the monopolization of violence that is at war against freedom, to a voluntary network of individuals who are free to choose the communities they want to join and who network together to provide fully functioning governments, security services, voluntary regulation, utilities, education, social services and perform the functions that its members desire. In the place of statist, political-social conflict, wars and persecution, community associations, can, through peaceful cooperative, voluntary actions by its members, foster closer social ties that recreate good communities in which to raise families and it can develop a more meaningful culture that is relevant to the real lives of the people who are part of it.
   It makes no sense for people living near each other to not meet regularly and do things together. Life has become so segregated that home has become just somewhere people sleep and store stuff while working to buy more stuff. Many people don't even know their neighbors.
   We at the Libertocracy Association will provide the leadership to organize community government and its services. Poliverium will create many economic opportunities for the community which will mean increased employment, home businesses and traditional retail and service businesses within that community or if they prefer, the businesses may be located in a commercial zone but will still directly support their community organization. Valenturium will develop the community into one where there is real social leadership that provides role models and helps to improve relations within the community and individual families that will foster greater closeness, understanding and promote positive moral values. Valenturians want to develop communities everywhere by getting neighbors to do things together, by organizing community activities, block parties, social gatherings, community fund raisers, sporting events, arts and other cultural activities and along with it to create community government and offer a full range of services. We will help communities to organize specific cultural activities, for instance; if it is a country community then we will organize country activities, or maybe the community prefers a Victorian culture or a more modern one or they may want to temporarily experience one culture and then another or they may want to develop their own national culture to a greater degree.
   It is really up to individuals, families and communities to decide if they want to improve their quality of life, because we guarantee that if people are will to organize a Libercratic community association with the leadership of Librademia, Poliverium and Valenturium that the quality of their lives will improve, all it takes is the commitment, and that initial commitment doesn't cost anything. After the commitment is made the price is whatever individuals are willing to pay to contribute to improving the community through volunteering or purchasing services. Even if you don't have the time to take on a lot of responsibilities you may help by simply spreading the word and persuading others in your community to volunteer.
   Unlike other community associations which are limited exclusively to the property owners, often within a gated private community, our communities are extensive, they reach out to other communities to develop public community organizations. Our communities will provide the privacy and internal benefits of other associations while extending those services to the larger public. Our communities will be multi-dimensional and will include individuals from different neighborhoods, cities and nations to associate within official communities which will be based where they live as well as in cyberspace and will seek to plan gatherings and other activities at pre-determined locations. Libercratic community associations can be organized within pre-existing community associations as an extension to them, to provide what they don't, specifically, social leadership and cultural development. Our goal will be to include as many property owners as possible so as to create close knit communities of people who live near by and interact on a daily basis and to get these many different individual communities to organize larger communities and nations to provide a larger government, services, economy and a more extensive and meaningful cultural.
   Some community associations organize their own cultural activities, community theater, block parties, arts, recreation, sports, etc. We will also organize those activities along with developing worldwide cultural activities and entertainment provided to members of the many associated communities. We want to work with these associations to develop them further to intensify the cultural activities to make them more complete and meaningful and to link them up with larger communities beyond their neighborhood and around the world, where the community government becomes one component of a polycentric organization of free governments which effectively govern the larger society and contribute to its security.
   The community association must be developed economically to participate in the larger economy and to eliminate tyrannical zoning restrictions that prevent communities from operating their own businesses within their communities (unless the community chooses a different zone for business themselves) which is necessary for developing close communities and families and providing the services and cultural activities that communities need.
   When whole communities choose to become Libercratic and join Librademia, Poliveria and Valenturia they will find that their community will become closer, safer, more caring, and that families will be strengthened and become closer, and neighbors will be more friendly and cooperative, and life in general will be richer and more meaningful.

Government
Community government can enact laws and regulations that are designed to create the way of life people want and fit the needs of of the individual community instead of politicians and large special interests outside of the community.
Regulation
As a service, community based regulation will provide information so that people may choose from many different standards of regulation to find precisely the kind of regulation they desire in their products and services, this regulation will be provided by private regulatory services backed by insurance companies and kept honest by the community government. These regulations are strictly private, they are a service to the community and the community must not tolerate invasion by the political mob to impose regulation on them and deny them the right to provide and seek the regulation they desire.
Zoning
As with other forms of regulation, zoning is strictly a private matter within the community, it's none of the business of any organization outside of that community, particularly not the political cartel. Zoning is much more effective and is completely dependable only through private zoning authorities who gain the consent of property owners and through deed restrictions voluntarily passed on to new owners. Larger zoning may be established by different communities joining together in larger community organizations and coordinating and planning their development through negotiated contracts and treaties. Security
Many community associations today have their own private police, we will organize a more complete security service that provides extensive services to the larger public operated as a profitable business, in that way we can extend the community organization, its government and services to encompass an ever expanding area.
   We will guarantee our security services, people who purchase Security Insurance will be guaranteed recompense for the loss any property, damage to health or loss of income because of crimes even if the criminal isn't caught. Our police will guarantee to do their job, protect people and their property or pay for their failure to do what they promised, no excuses.

Media
Through a network of community media associations we can develop local and global public news services. We can use community reporters to bring to public attention issues affecting families and communities and be in a better position to address those concerns because their primary interest will be the rights of individuals within free communities rather than serving as a propaganda mill for the state.

Roads
Communities can build and maintain their own roads and keep them safe for children and pets to play on.

Arts
Many community association today have their own theater and host local talent shows and art exhibits, we need local artists performing regularly to enhance the quality of life in everyday cultural activities.

Education
Community associations can and must form their own schools. We will create community schools that will reflect the values of that community and allow parents to be more directly involved in controlling the school and participating in many school events.

Sports
Communities can organize their own sports teams and leagues between neighborhoods for children and adults.
