COMMUNITY ALLIANCE ORGANIZATIONAL STRUCTURE AND OFFICERS

EXECUTIVE BOARD

Any resident, property owner, or business who is a member of the Community Alliance can participate in the alliance meetings. Those who will commit to regular attendance at the meetings - usually once or twice a month - can be elected to an executive board to work on items of interest to the community. Each alliance has bylaws that specify how many can serve in a formal capacity, but anyone can attend meetings and work on projects.

OFFICERS

General duties are listed below. Each alliance’s bylaws outline the duties of their officers.

Chairperson

Responsible for the general supervisory and directional powers of the activities of the executive board and alliance. Responsible for writing and turning in meeting agendas. Presides at all meetings of the executive board and general membership. Generally an ex-officio member of all committees.

Vice Chairperson

Assists the chairperson. In the absence of the chairperson, the vice chairperson conducts the meetings and exercises all the usual duties of the chairperson.

Secretary

The secretary shall keep minutes of the proceedings of the board meetings. The secretary shall keep minutes of the annual meetings, shall be custodian of all records of the alliance, and shall be responsible for making copies of minutes available to the general membership.

Treasurer

Has access to the funds of the alliance. Most boards do not require anything but an occasional status report from the treasurer. (Note: this is an optional position since some executive boards do not have a treasury. The treasurer position could also be added to the secretary position for a joint secretary/treasurer.)

COMMITTEES

Many alliances organize their work through committees. Each alliance’s executive board decides which committees are needed and what their relationship is to the board. Some standing committees may be described in an alliance’s bylaws. Committees generally operate under the following two criteria:

1. All recommendations of the committee are approved by the alliance’s board, or

2. The committee may make recommendations on behalf of the Community Alliance and executive board within adopted policies of the alliance (e.g., neighborhood plan, special study, specific land use policies). Recommendations that do not fall within adopted policies must be approved by the executive board.

Community Alliance Committees:

  • Land Use - Reviews land use proposals including specific cases filed with the City, land use policies such as the comprehensive plan, zone code revisions, etc., and makes land use recommendations to the CA.
  • Parks - Works on the acquisition and financing of parks and oversees the maintenance of CA parks.
  • Traffic/Transportation - Reviews proposals for changes in traffic patterns (stop signs, parking, signals) and transportation proposals (major street improvements, studies, policies) and to recommend traffic/transportation policies or changes to the CA. This committee might also review transit proposals or make recommendations on transit and advocate on behalf of the alliance.
  • Education - Operates educational programs and oversees the operation of Community Alliance schools. Lobbies on behalf of the CA for certain policies, and serves as a liaison with the local public school board.
  • Security - Hires and oversees community police and other security service providers. Coordinates Neighborhood Watch programs. Serves as a liaison to the local police.
  • Political Affairs Committee - Acts a liaison and political lobbying body to the municipality and state.
  • Historic Preservation Committee
  • Housing Committee - Operates programs to provide housing to those in need and advocates for the rights and wellbeing of homeowners and tenants.
  • Fundraising/Finance
  • Public Affairs - Public relations, advertising for the CA, distributes information about the CA. Publishes a CA Newsletter.
  • Communications - Hires and oversees communications providers.
  • Water - Hires and oversees water providers.
  • Waste Management - Hires and oversees providers of waste management, removal and disposal.
  • Energy - Hires and oversees energy providers.
  • Social Services - Reviews social needs in the neighborhood, and operates programs to provide for those needs, e.g.; family aid, social security, charities, child welfare, counseling, etc.
  • Social Activities - Organizes social gatherings (parties, banquets), and supports the development of social leaders and related programs.
  • Cultural Activities - Organizes cultural activities and plans and supports cultural development, as well as supporting cultural leaders and related programs.
  • Economic Development - Promotes economic development and the interests of businesses who are members of the CA and works to increase job opportunities for its members.
  • Neighborhood Maintenance - Encourages property owners to keep up the maintenance of their property and provides resources to help.
  • Ad Hoc Committee - When an issue or project arises of such magnitude that it seems prudent to have a special committee assigned to work on that one item, the executive board may choose to appoint an ad hoc committee with one charge only and which will disband when the issue/project is completed.
