Libercratic government is rule by the consent of each sovereign individual who is responsible for governing oneself and one's interactions with other people though consensual contracts bound together by treaties which protect individual freedom.
   Libercratic government is a polycentric free enterprise system of government that doesn't infringe upon the freedom of its civilzens and adheres to the principle of not initiating force against anyone but yet is fully capable of upholding universal human rights based on the sovereignty of individual freedom through treaty organizations.

Security

        Universal Natural Law is understood by all to be based on respecting the sovereignty of the individual, that a person is free to do anything one wants as long as it doesn't infringe upon the rights of others to the same freedom.

A panoply of free governments may exist within FSUTO or outside of it with all of them enforcing the above principle on anyone who would violate it.
Any potential disputes between them must be settled in good faith negotiation or arbitration to arrive at mutually acceptable treaty agreements.
